This paper shows that the performance of peer-to-peer resource discovery algorithms is upper bounded by a k-Steiner minimum tree and proposes an algorithm locating near-optimal query paths for the peer-to-peer resource discovery problem. Global knowledge of the topology and the resources from the peer-to-peer network are required as an input to the algorithm. The algorithm provides an objective measure for defining how good local search algorithms are. Building collective capabilities through ICT in a mountain region of Nepal: where social capital leads to collective action

In this paper, we explore how ICT can lead to development specifically human development in Sen's capability approach. In answering to the critique that Sen views capabilities as the individual, we incorporate the societal level by adding collective capabilities. We propose that ICT helps to create or enhance SC of communities which in turn can lead to development by building collective capabilities through collective action. To illustrate, we conducted a qualitative case study of an ICT initiative in a remote mountain region of Nepal. We investigate the computational power of continuous-time neural networks with Hopfield-type units. We prove that polynomial-size networks with saturated-linear response functions are at least as powerful as polynomially space-bounded Turing machines.
Competitive versus efficient extraction of a common property resource: The groundwater case

Abstract In this paper socially optimal and private extraction of a common property aquifer are compared. Open-loop equilibrium and feedback equilibrium in linear strategies have been computed to characterize private extraction. The use of these two equilibrium concepts allows us to distinguish between cost and strategic externalities as long as the open-loop solution captures only the cost externality, and the feedback solution captures both. The results show that strategic behaviour increases the overexploitation of the aquifer compared to the open-loop solution. Personal goal orientations and subjective well-being of adolescents

The present study examines the types of orientation that can be identified according to the personal goals of adolescents, and how these orientations differ in their subjective well-being. In the context of the person-oriented approach, 1144 17-year-olds (565 girls, 579 boys) filled in the revised Little's personal project analysis, school burnout, depression, life satisfaction, and self-esteem inventories. Four goal orientations emerged from this data with cluster analysis: (1) property (40%), (2) vocation (24%), (3) social relationships and future education (23%), and (4) self-focused (13%) orientations. In this paper we have two complementary objectives: the first is to describe the magnitude of social disparities that exist in the systems of education of sub-Saharan African countries; we focus on recent data but we also put these data in a time perspective. A Lightweight Network Discovery Algorithm for Resource-constrained IoT Devices

Although quite simple, existing protocols for the IoT suffer from the inflexibility of centralized infrastructures and require several configuration stages. The implementation of these protocols is often prohibitive on resource-constrained devices. In this work, we propose a distributed lightweight implementation of network discovery for simple IoT devices. Our approach is based on the exchange of symbolic executable code among nodes.
