Large-scale immigration and the refugee crisis have caused many states to adapt ever stricter civic selection processes. This paper discusses the challenges arising from civic selection from the perspective of recognition theories. The argument is that recognition theories provide good conceptual tools with which to critically analyze civic selection and immigration. Polish local democracy in crisis? Non-competitive elections and the supply of candidates for councillors

Competitive elections are the basis of democracy; without them there is no freedom of choice. Elections without competition are associated with the façade nature of elections in undemocratic systems. There are, however, exceptions to the belief that in a democratic system every election must be competitive. We can also observe them in Poland, particularly in small communes with up to 20,000 inhabitants. They take two forms: non-competitive elections of commune leaders and councillors. The function of colored ornaments is usually related to the signaling of individual quality in intra- and intersexual interactions. In cooperative breeding species, where only a fraction of the male population access the breeding status and the other fraction has the option to help breeding pairs, colored traits might provide the females with a reliable information on the quality of potential mate. This paper investigates the influence of cultural distance, geographical distance, and three market size variables to the target country preference of SMEs in the software industry. In addition, we examine the shift of priorities in SMEs’ country selection by analyzing how these factors impact the selection of the first, second, and third target countries.
