The degree of aquatic ecosystem naturalness, or ecological status as it is defined in the Water Framework Directive (WFD) of the European Union, is notionally linked to supplies of ecosystem services. Water is an important resource for humans both for drinking and for irrigation. In the case of irrigation, the use of water resources leads to many direct benefits for farmers. The use of irrigation water, in addition to having consequences for those directly involved, determines positive externalities on the ecosystem in general. In this paper we present the empirical results of a study showing that individualised expertise can be transformed into regional community expertise by means of an education intervention programme. In view of the ongoing reform of the municipal and service structures in Finland, during which small municipalities are combined into areas with populations in excess of 20,000, the need for community expertise is obvious.
