The Role of Education in Preventing Diseases

Political change in Poland since the 1990s has involved not only transformation of the economy but also social policy, including that pertaining to the structure, financing, and functioning of the health care system. Health education and promotion is gaining in importance and increasingly is being seen as a strategy that is effective in limiting the incidence of certain diseases. Health education is effective because it helps make people aware that it is better to prevent disease than to cure it. As Sen (1999) reminds us, health is a vital component of human capability.

The effect of polytechnic reform on migration

This paper examines the effect of the polytechnic reform on geographical mobility. A polytechnic, higher education reform took place in Finland in the 1990s. It gradually transformed former vocational colleges into polytechnics and also brought higher education to regions that did not have a university before. This expansion of higher education provides exogenous variation in the regional supply of higher education. The reform raised the mobility of high school graduates across local labour markets in the years after they had completed their secondary studies, which indicated increased mobility between high school and post-secondary education. Do we value mobility?

Is there a trade-off between people's preference for income equality and income mobility? Testing for the existence of such a trade-off is difficult because mobility is a multifaceted concept. We analyse results from a questionnaire experiment based on simple precise concepts of income inequality and income mobility. We fnd no direct trade-off in preference between mobility and equality, but an indirect trade-off, applying when more income mobility can only be obtained at the expense of some income inequality. Mobility preference - but not equality preference - appears to be driven by personal experience of mobility.

To maximize their profit, multinationals can design and implement the same and toughest standard in all locations, regardless of domestic regulations. We discuss this kind of overcompliance and stress its underpinnings. Some potential extensions are suggested.

Measuring freedom of choice: An alternative view of a recent literature

A recent literature has emerged in social choice theory which attributes intrinsic importance to freedom in the evaluation of states of affairs. The literature’s philosophical basis lies in Berlin’s notion of positive liberty. Accordingly, axiomatic measures of availability of choices are developed and the information they convey used for ranking states on the basis of the extent of liberty they offer to individuals. Empirical definition of social types in the analysis of inequality of opportunity: a latent classes approach

The empirical analysis of inequality of opportunity centres on disparities between social types, defined by the exposure to circumstances beyond individual control. Despite this, its main theoretical foundation—the Roemer model—does not indicate how to carry out, in practice, the required partition of the population into such types. This paper operationalises this definition of social types using a latent classes approach. Who cares? Evidence on informal and formal home care use in Estonia
