Each year the European Union designates one or more cities with the competed-for city brand of European Capital of Culture (ECOC). In several recent ECOCs, such as in Turku, Finland, the management and organisation of the events have caused tension among the citizens regarding decision-making, financing and power over use of the urban space. The focus of the article is on analysis of the discursive dynamics of local activists and their project ‘Turku – European Capital of Subculture 2011’. Reframing belonging : affective localism and the early fiction of Reino Rinne

ABSTRACTThe early fiction of a novelist and journalist born in the north of Finland, Reino Rinne (1913–2002), is illustrative of the post-war interest in a redefinition of cultural belonging. The aim of this article is to offer a reading of Rinne’s works that throws light on the way they exemplify a post-war articulation of affective localism. What is especially characteristic of the affective localism produced in Rinne’s early fiction is the deployment of certain narrative elements, realism as an aesthetic regime, tropes of spatial belonging and historical myths that are endowed with affective charge. ‘Where the F… is Vuotso?’ : heritage of Second World War forced movement and destruction in a Sámi reindeer herding community in Finnish Lapland

In this paper we discuss the heritage of the WWII evacuation and the so-called ‘burning of Lapland’ within a Sámi reindeer herding community, and assess how these wartime experiences have moulded, and continue to mould, the ways people memorialise and engage with the WWII material remains. Our focus is on the village of Vuotso, which is home to the southernmost Sámi community in Finland. The Nazi German troops established a large military base there in 1941, and the Germans and the villagers lived as close neighbours for several years. European cultural heritage is discussed with affective rhetoric in current European Union (EU) policy discourse. How does affect contribute to the meaning-making of a European cultural heritage and how are the workings of affect used by the EU to promote certain meanings of heritage and effect thereupon? The analysis focuses on recent promotional videos of sites awarded with the European Heritage Label by the EU. International audience; Intercultural cities – a joint initiative launched in 2008 by the European Commission and the Council of Europe – aims to develop a model supporting intercultural integration within diversified urban communities. This article examines, using methods of applied linguistics and discourse analysis, how intercultural urban policy is linguistically produced in the initiative. The so-called ‘refugee crisis’ has added urgency to the social dynamics of inclusion and exclusion in European societies. This study explores how emotions figure in this politics of belonging by studying their discursive mobilization in Finnish and Estonian public debates on asylum seekers.
