The Euro Area Crisis; Need for a Supranational Fiscal Risk Sharing Mechanism?

The aim of this paper is to assess the effectiveness of risk sharing mechanisms in the euro area and whether a supranational fiscal risk sharing mechanism could insure countries against very severe downturns. Using an unbalanced panel of 15 euro area countries over the period 1979–2010, the results of the paper show that: (i) the effectiveness of risk sharing mechanisms in the euro area is significantly lower than in existing federations (such as the U.S. and Germany) and (ii) it falls sharply in severe downturns just when it is needed most; (iii) a supranational fiscal stabilization mechanism, financed by a relatively small contribution, would be able to fully insure euro area countries …

High-end colorimetric display characterization using an adaptive training set

A new, accurate, and technology-independent display color-characterization model is introduced. It is based on polyharmonic spline interpolation and on an optimized adaptive training data set. The establishment of this model is fully automatic and requires only a few minutes, making it efficient in a practical situation. The experimental results are very good for both the forward and inverse models. Typically, the proposed model yields an average model prediction error of about 1 ∆Eab* unit or below for several displays. Conjugate times for smooth singular trajectories and bang-bang extremals

Abstract In this paper we discuss the problem of estimating conjugate times along smooth singular or bang-bang extremals. For smooth extremals conjugate times can be defined in the generic case by using the intrinsic second order derivative or the exponential mapping. An algorithm is given which was implemented in the SR-case to compute the caustic [1] or in recent applied problems [5],[9]. Treated wastewaters discharged from wastewater treatment plants (WWTP) and livestock effluents are the main sources of contamination of aquatic environments and of agricultural soils by human and animal fecal micro-organisms. Contaminated waters, especially bathing waters, may present a sanitary risk for humans if the concentrations of fecal micro-organisms are high, thus indicating the potential presence of pathogenic and/or antibiotic resistant strains. Ventilatory conditioning by self-stimulation in rats: A pilot study

International audience; This article describes an experimental attempt to condition breathing pattern in rats. In this experiment, a freely moving rat was first rewarded by an electrical stimulation of the medial forebrain bundle whenever inspiratory duration (TI) exceeded 300 ms. A bidirectional control was then used: TIs longer than 400 ms were rewarded, and then TIs shorter than 300 ms were rewarded. The frequency of TIs longer than 300 ms increased when this event was rewarded, further increased when TIs above 400 ms were rewarded, and decreased during reversal conditioning (TI < 300 ms). But when artefacts are missing, the task is more difficult, and frequent osteological arguments can only suggest the presence of clothing with the deceased.
