The thesis is focused on urban growth control challenge through the Compact City model and its key spatial characteristic: the density. This work deals both with a theoretical, methodological and empirical approach. First, we place ourselves in the theoretical framework of Urban Economic addressing agents’ location choices. Nowadays, the globally accepted UN concept of sustainable development (SD) is gradu®ally transferred to the city level, including small and medium-sized cities. The implementation of SD settings requires regular measurement of developmental progress to monitor the level achieved in statics and dynamics, and to make strategic decisions for the next period. In this paper we develop a relatively simple but general model describing the formation of urban agglomerations in a pre-industrial setting. Rural agglomeration on a local scale arises from the multiplication and specialization of intermediate goods and labor services, while dispersion is due to the commuting costs of agricultural workers. Urban agglomeration on a more global scale stems from the trade-off between increasing returns to scale and transport costs of goods. Here we present our research project, which aims to develop a new kind of planning support system (PSS). The PSS aims to analyse the urban planning process. An important part of the construction of the PSS is the development of a multi-agent simulation model of the urban planning process; the model will be based on the comparison of the planning systems of France, England and the Netherlands.
