How the EU regional policy can shape urban change in Southern Europe: learning from different planning processes in Palermo

The article provides an interpretation of the role played by the EU regional policy in the process of urban change experienced in Palermo, the fifth Italian city by population and capital of one of the largest Europe’s less developed regions (Sicily). Through an analysis of various EU-funded planning initiatives implemented over the last two decades – from the Urban Community Initiative in the late nineties to the current Integrated Territorial Investments under the 2014–2020 urban agenda –, the work explores their effects from three main perspectives: urban regen- eration, local governance, and planning innovation.

AbstractThis chapter discusses Finnish quality evaluation in comprehensive education, recognising that it frequently differs from that used by the Global Education Reform Movement (GERM) in most countries. Instead of high-stakes testing of pupil achievement, monitoring or school inspection, Finnish quality evaluation (QE) rests mainly on sample-based national testing and self-evaluations conducted in schools and municipalities. AbstractFinland has, rather successfully, promoted an image of itself as a model of educational excellence and linguistic equity. This chapter problematises this image by analysing Finnish language education policies at the comprehensive school level. For our analysis we use a three-fold understanding of access as; (a) having the opportunity to participate in language education (getting in); (b) participating in education that is meaningful and effective for the pupil (getting it); and (c) receiving credentials that are societally legitimate and valuable assets (getting out). AbstractAlthough Finland still has a relatively low proportion of students with a migrant background, it has not been able to ensure that immigrants and their descendants have equal educational opportunities. Education could enhance integration but migrant backgrounds have a persistent impact. The anthropogenic sealing of soils in urban areas

The sealing of soils by impervious materials is, normally, detrimental to its ecological functions. Exchanges of energy, water and gases are restricted or hampered and an increasing pressure is being exerted on adjacent, non sealed areas. The negative effects span from loss of plant production and natural habitats to increased floods, pollution, and health risks and consequently higher social costs. Abstract This paper proposes a methodology for mapping flood risk in ephemeral streams, based on assessing flood hazards and global exposure. The method has been applied to the peri-urban area of Valencia, extended over the floodplains of the Barranco del Carraixet and Rambla de Poyo catchments. Hazard was assessed using hydrogeomorphological methods.
