During the procurement process, it is often found that the tenders submitted are deficient, for example, required documents are not submitted. Given the amount of information to be provided, the types of errors are different and can apply to the qualification of the tenderer, its technical or financial tender and other aspects. In each of these situation procurement commission must evaluate whether it is possible to correct the error or the tender should be rejected. Con el presente artículo se buscó esclarecer si el fomento a las cooperativas financieras en atención a su función de social, actividades y características, es congruente con el tratamiento tributario para la imposición a la renta, que se otorga en Argentina, Colombia y España. Singular quasisymmetric mappings in dimensions two and greater

For all $n \geq 2$, we construct a metric space $(X,d)$ and a quasisymmetric mapping $f\colon [0,1]^n \rightarrow X$ with the property that $f^{-1}$ is not absolutely continuous with respect to the Hausdorff $n$-measure on $X$. That is, there exists a Borel set $E \subset [0,1]^n$ with Lebesgue measure $|E|>0$ such that $f(E)$ has Hausdorff $n$-measure zero. The construction may be carried out so that $X$ has finite Hausdorff $n$-measure and $|E|$ is arbitrarily close to 1, or so that $|E| = 1$. This gives a negative answer to a question of Heinonen and Semmes.

Quantum Property Testing for Bounded-Degree Graphs

We study quantum algorithms for testing bipartiteness and expansion of bounded-degree graphs. We give quantum algorithms that solve these problems in time O(N^(1/3)), beating the Omega(sqrt(N)) classical lower bound. For testing expansion, we also prove an Omega(N^(1/4)) quantum query lower bound, thus ruling out the possibility of an exponential quantum speedup. Our quantum algorithms follow from a combination of classical property testing techniques due to Goldreich and Ron, derandomization, and the quantum algorithm for element distinctness. The Italian Constitutional Court (141/2019) rejected the issue on the constitutional legitimacy of the crimes of "recruitment" and "aiding and abetting" prostitution, as proposed by the Court of Appeal of Bari. Nevertheless, the causal links between the behavior of facilitating prostitution and the dangers to freedom, security and dignity of the prostitutes are questionable.

Les freres et les sœurs designent des personnes ayant des liens familiaux, le plus souvent des enfants issus d’un meme couple, ou ayant un seul parent en commun ou ayant des liens d’adoption. According to Jan Patocka’s “negative Platonism,” ordinary, or “positive” Platonism makes a fundamental mistake in formulating Plato’s true “discovery,” i.e., the Idea, as a non-objective determination of objectivity, in terms of an ideal object that sensible objects are supposed to imitate. Science communication continues to grow, develop and change, as a practice and field of research. The boundaries between science and the rest of society are blurring. Digitalization transforms the public sphere. This JCOM special issue aims to rethink science communication in light of the changing science communication landscape. Climate Change, Uncertainty and Ethical Superstorms

I argue that one of the most urgent tasks of geoethics is how to deal with climate change in a just and equitable way. At worst, our current path could lead to multi-metre sea-level rise, increases in storms and climate extremes, causing devastating social disruption and economic consequences. I present some alternatives on how to handle this alarming prospect, arguing that we cannot condense our decision-making on climate change into numerical calculations, but should instead make ethical judgements.
