Restoration of Videos Degraded by Local Isoplanatism Effects in the Near-Infrared Domain

When observing a scene horizontally at a long distance in the near-infrared domain, degradations due to atmospheric turbulence often occur. In our previous work, we presented two hybrid methods to restore videos degraded by such local perturbations. These restoration algorithms take advantages of a space-time Wiener filter and a space-time regularization by the Laplacian operator. Wiener and Laplacian regularization results are mixed differently depending on the distance between the current pixel and the nearest edge point. Abstract This paper explores content-based image registration as a means of dealing with and understanding better Electronic Image Stabilization (EIS) in the context of Photo Response Non-Uniformity (PRNU) alignment. International audience; This paper presents a video-based solution for real time vehicle detection and counting system, using a surveillance camera mounted on a relatively high place to acquire the traffic video stream.The two main methods applied in this system are: the adaptive background estimation and the Gaussian shadow elimination. The former allows a robust moving detection especially in complex scenes. The latter is based on color space HSV, which is able to deal with different size and intensity shadows. After these two operations, it obtains an image with moving vehicle extracted, and then operation counting is effected by a method called virtual detector.
Improved Statistically Based Retrievals via Spatial-Spectral Data Compression for IASI Data

In this paper, we analyze the effect of spatial and spectral compression on the performance of statistically based retrieval. Although the quality of the information is not com- pletely preserved during the coding process, experiments reveal that a certain amount of compression may yield a positive impact on the accuracy of retrievals. We unveil two strategies, both with interesting benefits: either to apply a very high compression, which still maintains the same retrieval performance as that obtained for uncompressed data; or to apply a moderate to high compression, which improves the performance. The H.264/AVC video coding standard introduces some improved tools in order to increase compression efficiency. Moreover, the multi-view extension of H.264/AVC, called H.264/MVC, adopts many of them. Among the new features, variable block-size motion estimation is one which contributes to high coding efficiency.
