A vigorous anti-nuclear movement emerged in Germany in the mid 1990s, when spent nuclear fuel elements began to be transported to the interim storage facility in Gorleben, Lower Saxony. Resistance to nuclear transportation continued to grow in strength throughout the 1990s. The protests expressed people’s distrust and lack of confidence in political institutions and decision-making processes. Historical research into the nuclear industry has focussed upon military and commercial aspects of the technology whilst ignoring fuel. This article discusses nuclear fuel, the resource at the centre of the industry and the role superpower politics played in its supply. Starting with the context of superpower competition, we examine the spread of nuclear technology from its beginnings in post-war Britain via West Germany in the 1950s to Finland in the 1960s and 1970s. Monitoring the complexities: Nuclear power and public opinion

Interaction between organizations and stakeholders today takes place on virtual and physical ‘issue arenas’. This study examined opinions on nuclear power and asked who are the players discussing nuclear power in Finland? Through content analysis, surveys and interviews, the study concluded that politicians, power companies and regulators were the ones with voice, as NGOs and citizens were hardly heard. The purpose of the present study is to investigate the risk communication of organizations and risk understanding, or risk perception, of the public at large. The theoretical analysis generates the methodological model of risk communication and risk perception.
