The criminal prosecution of illegal fishing and the jurisdiction of Spanish courts

This paper examines the possibilities of criminally prosecuting illegal fishing in maritime zones based on crimes established in Spanish legislation. In order to carry out this analysis, a distinction has been made between prosecution based on the place in which acts of illegal fishing are committed (ratione loci), who is responsible for this illicit activity (ratione personae), and the criminal relevance of the incriminating conduct (ratione materiae). This reveals the scope of the criminal prosecution which Spanish courts can carry out and whether this is sufficient to guarantee marine biodiversity to the benefit of the international community.
Fabric attractors in general triclinic flow systems and their application to high strain shear zones: A dynamical system approach

High strain zones may deform by flow with a triclinic symmetry. This paper describes triclinic flow in a reference frame where Instantaneous Stretching Axes (ISA) are fixed. The operation of triclinic flow is described in two ways: first in terms of flow and the nature of flow eigenvectors and in the second part of the paper in terms of finite strain. In monoclinic flow, at least one of the eigenvectors of the flow coincides with one of the ISA and one or two of the eigenvectors act as attractors of foliation or lineation elements. International audience; A semi-parametric approach is proposed to estimate the variation along time of the effects of two distinct public policies that were devoted to boost rural development in France over a similar period of time. At a micro data level, it is often observed that the dependent variable, such as local employment, does not vary along time, so that we face a kind of zero inflated phenomenon that cannot be dealt with a continuous response model. Multiple-plane image formation by Walsh zone plates.

[EN] A radial Walsh filter is a phase binary diffractive optical element characterized by a set of concentric rings that take the phase values 0 or ¿, corresponding to the values + 1 or ¿1 of a given radial Walsh function. Therefore, a Walsh filter can be re-interpreted as an aperiodic multifocal zone plate, capable to produce images of multiple planes simultaneously in a single output plane of an image forming system. In this paper, we experimentally demonstrate for the first time the focusing capabilities of these structures. Additionally, we report the first achievement of images of multiple-plane objects in a single image plane with these aperiodic diffractive lenses.

A series of original spiropyrrolizidine derivatives has been prepared by a one-pot three-component [3 + 2] cycloaddition reaction of (E)-3-arylidene-1-phenyl-pyrrolidine-2,5-diones, l-proline, and the cyclic ketones 1H-indole-2,3-dione (isatin), indenoquinoxaline-11-one and acenaphthenequinone. We disclose an unprecedented isomerization of some spiroadducts leading to a new family of spirooxindolepyrrolizidines. Furthermore, these cycloadducts underwent retro-1,3-dipolar cycloaddition yielding unexpected regioisomers. The role of polymorphonuclear neutrophils (PMN) in septic myocardial dysfunction is presently unknown. Staphylococcus aureus infections are frequently associated with septic sequelae. Therefore, we perfused isolated rat hearts with low doses of α-toxin, the major staphylococcal exotoxin, followed by application of human PMN, N-formyl-methionyl-leucyl-phenylalanine, and arachidonic acid. Abstract Background Laccases are copper-containing enzymes that catalyze the oxidation of a wide variety of phenolic substrates. Methods We describe the first poriferan laccase from the marine demosponge Suberites domuncula. Results This enzyme comprises three characteristic multicopper oxidase homologous domains. Immunohistological studies revealed that the highest expression of the laccase is in the surface zone of the animals. The expression level of the laccase gene is strongly upregulated after exposure of the animals to the bacterial endotoxin lipopolysaccharide.
