L'allocation de ressources par élève dans le système éducatif français : point de vue d'un économiste

This article examines why it is interesting to have a better knowledge of unit costs in educational systems, and to analyse differences between levels of education, between schools and between countries. It underlines the fact that few studies have been carried out up to now, and that little agreement exists among specialists concerning the methodologies for estimating costs. In spite or these deficiencies in available information, the author reviews existing case studies in France and in the world, and shows that extensive possibilities of improving the cost-effectiveness of ressources allocation still exist. Interactions, spillovers de connaissance et croissance des économies modernes. Faut-il préférer la globalisation ou la proximité géographique ?

Globalisation and metropolisation in modern economies induce some locational strategies of knowledge based activities towards cities and deeply increase trade and move of ideas across cities. In that context, we study the way knowledge spillovers have influenced the economic growth of 82 European Metropolises over the 1990-2005 period. We model knowledge spillovers across cities according to three specific interaction patterns depending either on geography or on global advanced services or thought a combination of these patterns. We show that the mixed pattern matters the best for economic growth of cities in Europe.

The idea that a difference exists between territories supported by the creation of wealth and others more focused on their spending was put forward by Laurent DAVEZIES. This author suggests a noticeableopposition between a geography of production and a geography of incomes. International audience; Les économistes ont au moins deux bonnes raisons de s'intéresser à un mouvement en faveur de l'obligation de résultats : l'ampleur des ressources consacrées à l'éducation, et la méthode dont ils disposent pour aborder la question de l'arbitrage dans l'utilisation de ces ressources. Après avoir explicité ces raisons, nous montrerons comment l'analyse économique peut aider à guider la production, l'interprétation et l'usage d'indicateurs de résultats, au niveau macro-économique puis à celui de l'unité éducative.
