BACKGROUND: Established in 2000, Millennium Development Goal 4 (MDG4) catalysed extraordinary political, financial, and social commitments to reduce under-5 mortality by two-thirds between 1990 and 2015. While a substantial effort has been made to quantify progress towards SDG3, less research has focused on tracking spending towards this goal.
