Professional certification is an important part of many specialized occupations. For project managers, one certifying body is the Project Management Institute (PMI). The doubly fed induction generator (DFIG)-based wind energy conversion system (WECS) suffers from voltage and frequency fluctuations due to the stochastic nature of wind speed as well as nonlinear loads. Moreover, the high penetration of wind energy into the power grid is a challenge for its smooth operation. Predicting routes is a critical enabler for many new location-based applications and services, such as warning drivers about congestion- or accident-risky areas. Hybrid vehicles can also utilize the route prediction for optimizing their charging and discharging phases. This paper explores the challenge of finding common ground between the Finns and the Chinese in the context of co-operation, trade and inward investment facilitation related to general lack of specific interest displayed by the Chinese. The article is ethnographic in nature and is mainly based on data obtained from interviewing individuals working for local governments in Finland and one of the state agencies responsible for attracting foreign investment.
