Local State-Society Relations in Latvia

The Latvian case of local state-society relations includes an analysis of local action groups, public councils, and advisory councils. Concerning these networks, the intensity and dynamics of interaction between the local state and society in Latvia and the locally induced variation between cities and rural areas are explored. The autonomy, the coherence, and the relevance of the analyzed networks are medium and high, and they are labeled accordingly as consociational or collaborative.
How Does the Public Spending Affect Technical Efficiency? Some Evidence from 15 European Countries

The relationship between government size and economic growth has been widely debated. Departing from this issue, we provide an empirical analysis of the impact of government size on technical efficiency. The aim of this paper is to estimate by using a True Random Effect model the impact of public sector’s size and of public expenditure components on 15 European countries’ technical efficiency from 1996 to 2011. Using the total public expenditure as a proxy for the government size we estimate simultaneously national optimal production function and technical efficiency model by controlling for income distribution and institutional quality. In the face of the changes in the planet's natural resources and of their unequal distribution, it is becoming more urgent that contemporary societies oversee environmental assets in a global manner. Although international directives, when they are transposed into national laws, may set specific objectives, meeting them at the local level is as yet an uneven enterprise. Nevertheless we hope to demonstrate, using a case-study involving local tensions over water resources, that public management of the crisis may be developed that effectively involves the civic society, by using the incentives and enforcement tools of central government and of local institutions.

This article explores bildning as a central concept in the development of the explicit cultural policy of the Swedish government. It takes its point of departure in how the concept of bildning was interpreted by Arthur Engberg, the minister responsible for cultural policy in the Social Democrat governments 1932–1939. In his interpretation bildning was liked both to upholding the high arts and the national culture and to the idea of re-invigorating these through cultural policy and education.
