How to pay for the war in times of imperfect commitment. Adam Smith and David Ricardo on the Sinking Fund

AbstractThe paper proposes a comparative analysis of Smith's and Ricardo's views on the sinking fund. It shows that Smith and Ricardo agreed in stressing the ineffectiveness of the sinking fund as a policy instrument targeted at public debt repayment and tax-burden relief, pointing out that its actual workings had paradoxically helped to increase rather than reduce British total debt-load. Moreover, their explanation of the sinking fund paradox integrates a defective fiscal commitment technology with powerful politicians’ incentives to siphon off the money stored in the sinking fund to meet sudden increases of public expenditure whenever the occasion arose.

Acceptance and commitment therapy programs have rarely been used as preventive tools for alleviating stress and enhancing coping skills among adolescents. This randomized controlled trial examined the efficacy of a novel Finnish web- and mobile-delivered five-week intervention program called Youth COMPASS among a general sample of ninth-grade adolescents (n= 249, 49% females). The intervention group showed a small but significant decrease in overall stress (between-group Cohen’s d = 0.22) and an increase in academic buoyancy (d= 0.27). Abstract The aim of the present study is to analyze the role of organizational memory and learning capabilities as antecedents to non-technical innovation, comprising organizational and marketing innovation, and to examine their effect on sustained competitive advantage within a capabilities-based view (CBV) theoretical framework. Work–life balance and firms: A matter of women?

Abstract The work–life balance (WLB) literature reports a positive relationship between the presence of female workers in firms and the implementation of WLB measures. Examining these findings from an alternative methodological perspective, this study adopts a fuzzy-set approach to analyze empirical data from 87 Spanish SMEs. The study's main finding is that the presence of women does not determine the level of implementation of WLB policies. Conversely, the absence of women does seem to determine the absence of such policies. Likewise, the absence of organizational commitment to WLB leads to the absence of WLB policies.
