Understanding ICT in ICT4D : An Affordance Perspective

Understanding the role of ICT for development is at the core of ICT4D research. However, prevailing research in this field most often focuses on access or readiness of a technology, or on the outcomes of the technology use. Less attention has been paid to understand the mechanism of the technology use that leads to the outcomes. The question of why ICT in a development context sometimes work and sometimes does not work still remains a subject of enquiry. Digital competence across boundaries - beyond a common Nordic model of the digitalisation of K-12 schools?

This paper explores policy related to digital competence and the digitalisation of Nordic K-12 schools. Anchored in some key transnational policies on digital competence, it describes some current Nordic movements in the national policies of Denmark, Finland, Norway and Sweden. The concept of boundary objects is used as an analytical lens, for understanding digital competence as a plastic and temporal concept that can be used to discuss the multi-dimensional translation of this concept in these Nordic countries. The Dynamic Evolution of the Proximity Effect in the Textile Industry

This paper tests the evolution of the relationship between localization and proximity and their effect on firm performance for a sample of 10,490 Spanish textile firms in the period 2001–2006. Using coefficients of specialization two levels of geographical disaggregation are distinguished: (i) the provincial cluster and (ii) the industrial district. The results obtained show a positive and significant impact of the specialization level on productivity, both for industrial districts and provincial clusters (in this case only when the levels of specialization are high enough). La regione dei Caraibi abbraccia, infatti, sia alcune delle isole dell’arcipelago delle Piccole Antille (Martinica, Guadalupa), sia l’isola di Haïti, che fa parte delle Grandi Antille, che la Guiana incastonata sulla costa orientale dell’America meridionale. Pur nella diversità dei movimenti ideologici e degli avvenimenti storici che si sono succeduti nella regione, le opere letterarie degli scrittori caraibici francofoni, nel loro insieme, hanno oscillato, e continuano …

The definition "Franco-Caribbean Literature" used by convention from the critique to indicate all the literary production in French of the central region of the American continent is very improper. The Caribbean region includes in fact the islands of Martinique Guadeloupe Haïti and the Guiana. Despite the diversity of ideological movements and historical events that took place in these countries the literary works of the Caribbean writers have fluctuated and continue to oscillate between two tendencies: that of rooting in tradition and that of escape from it. The writers show themselves open to comparison and dialogue with other literary and cultural traditions in order to create a narrative form that corresponds to the many inheritances of those composite populations. Here the cultural syncretism that has been created allows to recognize a common identity in the name of all that the West wanted to extinguish. The common denominator seems to be inverted in the contradictory result of courageous but dangerous encounters of curiosities that can lead to conflicts to exclusions.

The paper analyses the relationship between the criminal treatment of 'soft' drugs and the fight against organised crime related to drug trafficking with regard to European law international law and national criminal law of some EU countries (Spain Portugal Greece Germany and Italy). Following an integrated approach the analysis is carried on taking into consideration the phenomenology of trafficking and an assessment of the initial effects that the anti-prohibitionist reforms of some North and South American jurisdictions have produced on the illicit market.
