Responsible Universities in Context

AbstractIn this introductory chapter, the concept of the responsible university is introduced and put into context, first concerning other organisations and society at large, secondly in a historical perspective and thirdly related to policy initiatives across the globe. We also discuss how to implement this concept within the complex organisations that universities constitute. Lastly, we present some key features of the Nordic countries and introduce the empirical chapters of the book.

This chapter presents the transition from a nationalist to post-nationalist period since the 1980s as the increasing systematic mobility and European cooperation as well as the fall of the Soviet Union turned Finnish higher education towards Western cooperation. The new internationalization strategies first aimed at founding mobility programmes for higher education and then particularly English medium study programmes. Post-national nation state emerges in the analysis mainly as an actor on the global economy. Higher education institutions (HEIs) have voiced growing concerns about sustainability issues since Agenda 2030 was approved, but this is not enough for societal stakeholders seeking and delivering innovation and excellence. The 17 Sustainable Development Goals (SDGs) were adopted by all UN Member States in 2015 as a universal call to action, and pose a challenge for HEIs as for the efforts made to fulfill them and knowing how to assess their performance. European universities must face the challenge of diversity and design inclusive practices to address it as part of their social responsibility. However, not all universities are doing the same in terms of diversity practices, so it is important to gather the perceptions of the protagonists. The effect of education on migration: evidence from school reform

A polytechnic, higher education reform took place in Finland in the 1990s. It gradually transformed former vocational colleges into polytechnics and expanded higher education to all Finnish regions. We implement instrumental variables estimators that exploit the exogenous variation in the regional availability of polytechnic education together with matriculation exam scores. Our IV results show that polytechnic graduates have a higher migration probability than those of vocational college graduates. We use a variety of administrative data from the Ministry of Higher Education and Research, the Ministry of Vocational Training and Employment and the National Social Security Fund.
