The aim of this paper is to grasp the processes underlying the genesis and assessment of synergies in M&A deals. We proceed to an in-depth scrutiny of the foundations of synergies using Porter’s model of the value chain. A discernment of the nature of synergies and the mode of their emergence is helpful to clarify to what extent and under which boundary conditions it is appropriate to apply the DCF or the real option techniques for evaluating each type of synergy. Problem Transformation Methods with Distance-Based Learning for Multi-Target Regression

Multi-target regression is a special subset of supervised machine learning problems. Problem transformation methods are used in the field to improve the performance of basic methods. The purpose of this article is to test the use of recently popularized distance-based methods, the minimal learning machine (MLM) and the extreme minimal learning machine (EMLM), in problem transformation. The main advantage of the full data variants of these methods is the lack of any meta-parameter. In this paper we study the relationship between the notion of coherence for conditional probability assessments on a family of conditional events and the notion of admissibility with respect to scoring rules. By extending a recent result given in literature for unconditional events, we prove, for any given strictly proper scoring rule s, the equivalence between the coherence of a conditional probability assessment and its admissibility with respect to s. Questo lavoro tratta della valutazione di un programma di incentivi per lo sviluppo locale attuato nel sud dell’Italia durante l’ultimo decennio. Nel panorama degli strumenti di policy aventi l’obiettivo di ridurre le disparità territoriali, e di promuovere lo sviluppo locale, i Progetti Integrati Territoriali (PIT) hanno rappresentato una peculiare modalità operativa di attuazione dei Programmi Operativi Regionali.
