Shopping malls and neoliberal trends in Southern European cities: post-metropolitan challenges for urban planning policy

Whilst shopping malls have been explored at length by critical urban studies, there has been little exploration of their role in restructuring the practice of urban and spatial planning. This article uses the shopping mall as an object of study in the light of the neoliberal trends and post-metropolisation in Southern Europe, with the aim of exploring challenges for urban governance and planning practice and with a focus on the role of the ongoing economic crisis. This work deals both with a theoretical, methodological and empirical approach. First, we place ourselves in the theoretical framework of Urban Economic addressing agents’ location choices. This thesis presents PARDISIM, a simulation model that takes an institutionaleconomic approach in the simulation of the residential development process.Rather then modelling the residential development as the result of locationchoices at household level, PARDISIM focusses on the objectives and interac-tions of development actors. The idea behind this approach is that developmentactors, including public planning authorities, play an important role in the pro-cess of residential development. The model is top-down whereas the most recentefforts by other scholars focus instead on a bottom-up approach. Initial testingshows that PARDISIM is capable of producing realistic spatial patterns.

A travers une démarche expérimentale de simulation de la circulation routière pour estimer les pollutions atmosphériques en milieu urbain, cette proposition questionne les opportunités qu'offre la simulation multi-agents pour intégrer des données d'observations du trafic routier au sein d'un système d'information géographique. Pour cela, la construction du modèle d'affectation s'est faite en deux étapes : une première, d'acquisition et de structuration des données de comptages et une seconde visant à interfacer ces données au sein d'une plateforme de simulation multi-agents pour en reproduire la variabilité intra journalière et la fréquentation routière.

The Territorial Climate Energy Plan (PCET) of the agglomeration of Dijon (Grand Dijon) includes ameasurement campaign (6 June to 28 September 2014). 50 Hobo proV2 thermometers were deployed. The selection of siteswas carried out so that the different types of urban environment (Oke, 2006) are documented. The Urban Heat Island (UHI)is discernible mainly at night, when radiative conditions are well established the day before. It is estimated to 1°C onaverage for the summer, 3-4°C during nights of fine weather. It reached 6°C during the warmest periods of the 2014 summer.A cool axis through the agglomeration shows that vegetation and water can sensibly mitigate the ICU effect.

Based on surveys, traffic is constructed from assumptions about the relationship between origins and destinations. In order to rebuild a road traffic wich would be closer to observation and on a wider set of road sections, it appears interesting to use counting data from urban sensors : this is our starting point of view.
