The minimum mean cycle-canceling algorithm for linear programs

Abstract This paper presents the properties of the minimum mean cycle-canceling algorithm for solving linear programming models. Originally designed for solving network flow problems for which it runs in strongly polynomial time, most of its properties are preserved. This is at the price of adapting the fundamental decomposition theorem of a network flow solution together with various definitions: that of a cycle and the way to calculate its cost, the residual problem, and the improvement factor at the end of a phase. AbstractThis article discusses the assumptions underlying state-building efforts and the effects of these efforts. It addresses two main questions: why has state building not led to the establishment of effective states? And what are the effects of statebuilding? It is argued that these efforts have been based on an institutionalist model of the state derived from a Weberian framework, and that the basic reason why state building has failed is that the creation of effective states requires the creation of state-centred societies, where both material and symbolic resources are concentrated in the state. How Critical Infrastructure Orients International Relief in Cascading Disasters

Critical infrastructure and facilities are central assets in modern societies, but their impact on international disaster relief remains mostly associated with logistics challenges. The emerging literature on cascading disasters suggests the need to integrate the nonlinearity of events in the analyses. This article investigates three case studies: the 2002 floods in the Czech Republic, Hurricane Katrina in 2005 and the 2011 Tohoku earthquake, tsunami and Fukushima meltdown in Japan. Role of particle characteristics in the compression behaviour of gap-graded sands

Abstract The compression in gap-graded mixtures of sands with combined mineralogy has been investigated in recent research, focusing on the key factors that might imply the occurrence of convergent or non-convergent paths in compression (i.e., transitional or non-transitional behaviour). From previous work, the mineralogy of a matrix composed of larger grains seems to determine the possibility of the occurrence of transitional behaviour. Resumen Objetivos Evaluar si los inhibidores de la colinesterasa pueden inducir mania, y determinar si este efecto puede estar relacionado con estados u otras caracteristicas previas de los pacientes. Metodo Se realizo una revision sistematica, incluyendo articulos publicados en ISI Web of Knowledge y PubMed, desde enero de 1990 a marzo de 2018, siguiendo criterios PRISMA. Resultados De 326 estudios identificados, se incluyeron en la revision 16.
