The everyday and spectacle of subdued citizenship in northern Uganda

Drawing on ethnographic research in the Acholi town of Kitgum in northern Uganda, this chapter illustrates how citizenship practices are embedded in particular relationships between the state and its citizens. Two key arenas for learning are identified: the everyday, which in this region is tinged by memories of past violence and fears of its recurrence, and moments of spectacular state performance such as the burial of a prominent politician. The chapter shows how practices of citizenship are learned through embodied experiences: by taking part in public debate, by voting or by greeting a flag, but also by running away from a soldier or by staying quiet due to fear. Performance Management in Local Government: The Application of System Dynamics to Promote Data Use

The purpose of this article is to demonstrate how system dynamics can be used to enrich performance management in local government, focusing specifically on how the development of conceptual and simulation system dynamic models can foster a shared view of the relevant system among stakeholders to overcome factors that limit data use. Responding to this purpose, we present a normative case study on how key drivers can be used to foster a shared view of the residential refuse collection system for supporting policy and process changes. A major finding from our research, however, is that performance management cannot overlook the broader forces of citizenship outcomes that impact the community.

Fall Detection Using Location Sensors and Accelerometers

The rapid aging of the world's population is driving the development of pervasive solutions for elder care. These solutions, which often involve fall detection with accelerometers, are accurate in laboratory conditions but can fail in some real-life situations. To overcome this, the authors present the Confidence system, which detects falls mainly with location sensors. A user wears one to four tags. This article develops a theoretical framework for analyzing adult learning in projects aiming to strengthen citizenship implemented by nongovernmental organizations, especially in the contexts of sub-Saharan Africa. On the basis of a review of international development research, we suggest that a new framework should address the need for a conceptualization of learning as a gradual process and for capturing the gap between ideal models and everyday experiences of citizenship.
