Enhancing citizen response to crises through communication : investigating expert views

The purpose of this paper is to clarify how citizen response to crises is currently being enhanced, and how it might be increased, by emergency response organisations in member states of the European Union via communication strategies and tools. Data were gathered via an online questionnaire directed at emergency management and crisis communication experts working in the field of crisis response. The complexity of current disasters creates a challenge for crisis communication. This paper aims at identifying gaps in communication in disaster management experienced in practice in order to facilitate learning from those situations. The research was conducted using a qualitative online open-ended questionnaire. While crises may appear to be event-driven, post-mortem accounts often identify factors that accumulate over time and increase the likelihood of failure. These factors are particularly difficult to anticipate when multiple organizations are involved in crisis preparation and event detection. In responding to an emergency, the actions of emergency response teams critically depend upon the situation awareness the team members have acquired. Situation awareness, and the design of systems to support it, has been a focus in recent emergency management research. In this paper, we introduce two interventions to the core processes of information processing and information sharing in emergency response teams to analyze their effect on the teams' situation awareness: (1) we enrich raw incoming information by adding a summary of the information received, and (2) we channel all incoming information to a central coordinator who then decides upon further distribution within the team. Abstract This paper considers the education of the labour force based on an analysis of trends in and the relationships between job polarization and skills mismatch. Based on the concept of labour market resilience, this paper is aimed to determine the combination of initial conditions behind resilient and non-resilient labour markets after the financial crisis in 2008 in Europe. We start from the assumption that some initial conditions in 2007 are crucial to achieve a specific labour result when a shock appears. Youth Unemployment in Romania: Post-crisis Challenges

Abstract This article reviews the dynamics of the Romanian youth labour market between 2007 and 2013. Using total unemployment rate as benchmarking we describe the dynamics of youth unemployment during these years. We argue that the short time effects of the crisis on youth unemployment are just one side of the problem. The long term effects related to education and migration trends are the main challenges that labour market policies should address in the near future.
