Design of Public Procurement Auctions: Evidence from Cleaning Contracts

We analyze a regime change from beauty contests to first-price sealed-bid and scoring auctions, using Swedish data on public procurement of cleaning services. In beauty contests, the lowest bid often lost, leaving substantial money on the table. The procurement costs were similar before and after the regime change: (i) Entry strongly decreases the procurement cost but did not change. Entry would have decreased had the municipalities not adjusted the objects of auctions. (ii) Municipalities favored in-house suppliers in the old regime, leading to more aggressive bidding by others. With favoritism reduced, these changes balanced each other out. Peer reviewed

AbstractA secret sharing scheme is a cryptographic protocol by means of which a dealer shares a secret among a set of participants in such a way that it can be subsequently reconstructed by certain qualified subsets. The setting we consider is the following: in a first phase, the dealer gives in a secure way a piece of information, called a share, to each participant. Attachment representations of professionals − Influence on intervention and implications for clinical training and supervision

Abstract This study focuses on the attachment background of facilitators carrying out STEEP intervention, which may be a possible source of effectiveness variation. The attachment status of 161 professionals was assessed before STEEP training. 18 were followed up to evaluate the programme’s effectiveness regarding mother infant attachment. In the larger sample ( n =161), 76% of trainees had insecure attachment representations. While attachment security had no impact on intervention efficacy, professionals with an unresolved attachment trauma were 4.4 times less effective than professionals with no unresolved attachment status. 1. A study performed > 10 years ago and case reports published recently suggest that triclabendazole is effective for the treatment of patients with fascioliasis. 2. To confirm the efficacy of a human formulation of triclabendazole, we enrolled 165 patients into the present study and divided the subjects into two groups: (i) those who had fascioliasis, as evidenced by the presence of ova in their stools; and (ii) patients with clinical and laboratory data suggesting fascioliasis. 3. Does the IPD concept deliver as required and expected, and if not, how can that be explained? This paper is a critical realist inspired methodology based on a combination of the inductive and deductive approaches used in case study research. IPD is based on relational contracting between multiple parties, in this case between the Owner, Contractor, MEP subcontractors and a group of Consulting engineers who share control of the project. At the core of the concept is shared risk and opportunities among the parties in the IPD contract. By Resolutions No. 1483 and 1511 (2003), the Security Council authorized the occupying powers in Iraq to intervene in the political and economic affairs of the occupied territory beyond the limits provided for by international law of war. At the same time, this authorization restricts the right of the Iraqui peole to self- determination, considered in its external aspect. Nonalcoholic fatty liver disease (NAFLD) affects 25% of the global adult population with a range of 13.5% in Africa and 31.8% in the Middle East. Nonalcoholic fatty liver disease is closely associated with a constellation of metabolic comorbidities which include: obesity, type 2 diabetes mellitus, hypertension, and hypercholesteremia. In fact, the increasing number of metabolic comorbidities not only increases the prevalence of NAFLD but also places patients at higher risk for progressive liver disease.
