Research on incubation models indicates that incubators and accelerators are crucial catalysts for the development of start-ups. To facilitate start-ups in financial markets, several regulatory authorities have adopted a new incubation model called a ‘regulatory sandbox’. AbstractThough it draws a number of precursors, simulation-based techniques applied to traditional performance management frameworks constitute a novel approach to support public sector institutions in framing organizational performance dynamics and, as a result, improving public service delivery. This paper aims at contributing to the improvement of the outcomes achievable from the use of traditional performance management systems in the public sector by combining them with a simulation-based method named System Dynamics modeling. This study examines what kind of competencies teachers need in using game-based pedagogy (GBP). In our conceptual framework, GBP entails four approaches: using educational games or entertainment games, learning by making games, and using gamification in learning. Our data, consisting of teachers’ documentation, thematic interviews and questionnaires, were analysed using qualitative content analysis. Four main competence areas were identified: pedagogical, technological, collaborative and creative.
