This paper is concerned with horizontal competition only. It discusses both competition based on the mobility of agents and competition based on comparisons of performance across jurisdictions - i.e., yardstick competition. How significant is yardstick competition among governments? Three reasons to dig deeper

22 pages; The significance of yardstick competition among governments is now confirmed with regard to fiscal variables. This is an important result but the significance of the mechanism must also be sought in a context broader than that of fiscal federalism and without limitation to relations and processes fully observable. Three points are made. Even in the case of governments trying to mimic each other over a single variable, additional variables are involved in an important way. In its judgments on the preliminary objections in the Legality of Use of Force cases, the Court held that the FRY was not a UN member in the period between 1992 and 2000. This finding is controversial, at odds with previous decisions of the Court, and has indeed attracted criticism from various judges. This article proposes a different construction of the question of the FRY's membership within the UN and reviews arguments that allow doubts to be cast on the reasoning of the Court. In unserem Beitrag analysieren wir, wie die Burgerinnen und Burger den Regierungswechsel und die Ubernahme der Regierungsgeschafte durch die neue grun-rote Regierung wahrgenommen, wie sich die Regierungs- und Parteienzufriedenheit (ausgedruckt durch die hypothetische Wahlentscheidung) im Zeitverlauf entwickelt haben und was die Determinanten der Zufriedenheit sind. Unsere Analysen basieren dabei auf insgesamt sechs reprasentativen telefonischen Befragungen im Zeitraum von November 2011 bis Oktober 2015. The imperial cult in Late Antiquity (4th-6th cent. AD) can be interpreted as a significant juridical fossile, which conveys the inner contradictions of the so called “era of Constantine”. An epigraphic and prosopographic analysis of the high priests of the imperial cult (flamines, sacerdotes and coronati in the West, ἀρχιερεῖς in the East) would point out the lasting importance of these dignitaries between the ages of Diocletian and Justinian, especially in the case of provincial high priests, who were in the same time presidents of federal assemblies (concilia, κοινά) and played a primary role in the “religious reforms” planned by Maximinus Daia and Julian the Apostate.

VISUAL BIASES IN TELEVISION CAMPAIGN COVERAGE

Based on the results of an interrogation of cameramen who were considered experts for the application of camera techniques, a content analysis of camera positions in presenting the two candidates for the office of the Chancellor of the Federal Republic of Germany in the 1976 election was carried out. In addition, all verbal statements by journalists on positive and negative reactions of the public toward the two candidates as well as the optical display of positive and negative reactions were analyzed. Visual biases could be found evaluating the application of camera techniques by judgments of cameramen and confronting verbal and visual contents of television campaign coverage.

Is the budget deficit sustainable when fiscal policy is non-linear? The case of Spain

In this paper, we re-examine the long-run sustainability of budget deficits, when fiscal policy is conducted as a non-linear process. Our empirical methodology makes use of recent developments on threshold cointegration that consider the possibility of a non-linear relationship between government expenditures and revenues. The analysis is applied to the case of Spain, a country that has recently accomplished an important fiscal consolidation. Overall, our results suggest the presence of significant non-linear effects in Spanish fiscal policy, so that fiscal authorities would cut deficits only if they are ‘large’, which would assure in turn their long-run sustainability.

Deficit sustainability, and monetary versus fiscal dominance: The case of Spain, 1850–2000

Abstract In this paper, we provide a test of the sustainability of the Spanish government deficit over the period 1850–2000, emphasizing the role played by monetary and fiscal dominance in order to get fiscal solvency. Since the condition of fiscal solvency was satisfied, government deficit would have been sustainable along the sample period. In addition, the whole period can be characterized as one of fiscal dominance.

The Economic Rationale of Fiscal Rules in OCAs: The Stability and Growth Pact and the Excessive Deficit Procedure

This chapter examines the case of different regions within a single country that wish to share a common currency, even though they have divergent trends in unemployment, inflation, wages, non-wage costs and productivity. This situation compares with the case of a group of EU countries, each with its own decentralised national budget, that have established a monetary union and that are facing asymmetric shocks.
