‘The will to not be empowered (according to your rules)’: Resistance in Finnish participatory social policy
2018
Participation has increasingly become a means and an end for successful and ‘empowering’ social policy. Building on previous governmentality critiques of participatory initiatives, this article investigates practices of resistance in the context of Finnish participatory social policy. I adopt a Foucauldian counter-conducts approach as my lens to study critical speech as a form of resistance in initiatives that invite marginalised people as ‘experts-by-experience’ in social welfare organisations. I illustrate how practices of governing and resistance are intertwined and mutually dependent in a much subtler and more practical manner than allows the often-used analytical dichotomy between domi…

It is very important to envestigate tbe theoretical foundations of the local govcmment before the research of its functioning. They provide the most completc ccweruge of philosophical and poiitical aspects of the phenomenon of local democracy. The scienlifrc potential of self-governing idcas discloscd in the aggregate theoretical structures, basie concepts and categories. In the concepts the common elements of the models of local govemment in their dynamics are refiectcd. Ali concepts of local government start from trying to solve the problem: Does the community have a separate, distinct from state power, whether it is independent from the state public corporation or firm incorporated in th…
Assetto territoriale e sfide della pandemia. Considerazioni sull’esperienza spagnola e tedesca
2021
The SARS-CoV-2 has generated an unprecedented global health crisis. This has brought the age-old question of emergency management in the rule of law back to the centre of legal re…
How firm boundaries are drawn
2012
While many studies exist regarding the firm choice to make vs. buy, there has been little study about the choice between make, buy or ally. In this paper we investigate how firms choose among make, buy or make together when they have to organize a particular transaction. In particular we develop theory-based hypothesis that link the theoretical determinants of firm’s boundaries to the governance choice. In order to test such hypothesis we operationalize the main constructs in measurable variables and we collect information for that. The final sample represents 4316 mergers and acquisitions, alliances, and divestitures announced and completed by 88 of the first-ranked 100 members of the 2000…
International executives : transformative bureaucracies or Westphalian orders?
2004
Public Administration is in an era of change. This paper studies one under-researched part of public administration, the executive arms of International Governmental Organizations (IGOs). These are referred to as International Executives (IEs) and provide a conceptual mapping and empirical illustrations of three important dynamics of IEs – intergovernmental, supranational and transgovernmental dynamics. The paper offers a middle-range organization theory perspective that suggests five independent variables that affect the behavior and roles of IE civil servants. The variables are (i) the organizational properties of IEs, (ii) the degrees of institutionalization of IEs, (iii) the recruitment…
Institutional arrangements for sustainable development: Cases from the Navarra Province (Spain).
2015
After more than 20 years of the Earth Summit, Sustainable development is still recognized as one of the main challenges of the XXIst century. World leaders are putting new emphasis on the need to resolve urgent environmental challenges underlining their link with the wellbeing of humankind and the very conditions that made life possible on the planet. We are immersed in complex socio-ecological systems where sectoral or simplified responses are not adequate. A more systemic vision is imperative to effectively address the challenges faced. New approaches are being developed to integrate social, environmental and economic concerns in all human activities. Particular attention is given to deco…
Global, National, or Market? Emerging REDD+ Governance Practices in Mozambique and Tanzania
2016
This article examines emerging governance practices in the REDD (Reducing Emissions from Deforestation and Forest Degradation) initiative. We examine three different general governance practices (neoliberal, post-national, and government-led practices) that have been applied in the interaction between international organizations and two REDD target countries: Mozambique and Tanzania. In these countries, we find that emerging REDD+ governance practices are a mixture of international organizations’ procedural practices and the target country’s established governance practices, whereas neoliberal practices are weakly expressed. These findings call into question the simplified assumption of re…
Is there a Nordic model of final disposal of spent nuclear fuel? Governance insights from Finland and Sweden
2017
This paper explores citizen participation in Swedish and Finnish regulatory processes for final disposal of spent nuclear fuel (SNF). Finland and Sweden are considered the most advanced worldwide in term of SNF disposal plans. Our aim is to analyze the institutional waste management frameworks, focusing on the role of civil society organizations (CSOs); how lay-people and civil society organizations have been able to participate and contribute to radioactive waste licensing processes; and the nature of radioactive waste risk debates. We review official documents of the waste companies and nuclear safety authorities, plus information from civil society organizations and laypeople. Our theore…
