This article investigates the narratives employed by the Romanian media in covering the development of COVID-19 in Roma communities in Romania. This paper aims to contribute to academic literature on Romani studies, particularly in Central and Eastern Europe, by adopting as its case study the town of Ţăndărei, a small town in the south of Romania, which in early 2020 was widely reported by Romanian media during both the pre- and post-quarantine period. [EN] This paper presents a dataset concerning the consequences of the COVID-19 pandemic and home confinement on the educational community and families, and the possibilities and opportunities for the return to schools. Data were collected through an online based cross-sectional survey between June 29, 2020 and July 12, 2020 in Spain. A total of 7,305 people who had children in their care during the COVID-19 crisis and the home-confinement period responded to the survey. Explaining non-adoption of electronic government services by citizens. A study among non-users of public e-services in Latvia

This paper analyses citizen motives for not using electronic government services. Using qualitative interviews among users of Citizens´ Service Centers in Latvia, this paper analyses the motives of citizens not to use electronic government services but to rely on non-electronic equivalents or on in-person assistance. It expands the literature on e-commerce and e-government through an explicit focus on non-adoption rather than adoption. Findings show a higher than expected importance of hardware and internet availability, as well convenience factors as important reasons for non-adoption. Service Shutdowns and Compensation: Cash Refunds or Vouchers?

Government mandated shutdowns in response to the COVID-19 pandemic have led to a vast number of service cancellations and a heated debate on compensation policies. Service providers pushed for vouchers as a means of compensation, whereas customers demand cash refunds or generous vouchers that compensate for postponed service. Regulators, at the same time, insist that customers must be granted the right to be reimbursed in money. To address the debate, this paper develops an analytical framework to study the profitability and efficiency of different compensation policies following shutdown.
