INVESTING IN SKILLS AND INNOVATION – NEW STRATEGIC TASKS FOR PUBLIC ADMINISTRATIONS
2014
Evidence shows that in the labour market the most demanded specialists are those with high-level vocational skills, implying also their competence for innovation. The latest EU policy initiatives explicitly call for innovation in vocational education and training (VET) systems. This is a relatively new VET policy development. At the same time, it is not yet sufficiently discussed how innovation in VET systems could be best translated in practical terms. Traditionally innovation has been related to the research and development domain, and little routine practices exist regarding the VET system. The present paper will explore the opinions and estimations by public administrators and experts r…
Discourse-based evaluation and quality management in higher education institutions: a German-Vietnamese case study of the collegial audit
2020
This article presents experiences and conclusions of an audit approach that focuses on the thesis that universities can gain most from external impulses when actively acquired and adapted by partic...
Expert‑panel accreditation evaluation‑practices: an autoethnographic case study of the Community of Madrid
2017
Accreditation is defined by the European Higher Education Area quality‑assurance agencies as a key element in quality management and continuous improvement in university teaching‑learning processes, and is an institutional practice that started to be developed in 2014 in Spain. This article illustrates the case of the Community of Madrid Quality Agency, as case study analysis through my experience as a panel member for the accreditation of higher‑education qualifications. Methodologically, it is based on an autoethnographic approach and uses the theory of symbolic interactionism to reveal and analyse the evaluative process and culture. For this purpose, two analytical axes were drawn: stude…
Online Education and Quality of Life: Universidad de Palermo as a Model of Innovation in Latin America
2019
We are living in a time full of challenges as the Fourth Industrial Revolution unfolds at an unprecedented pace, in an interconnected world which has changed the way we work, the way we communicate, and education can’t be an exception. The boundaries between the physical and digital worlds are becoming more and more blurred, and the convergence of online and face-to-face interaction is becoming ever more evident, with machine learning and artificial intelligence applied to everyday life. Technology is changing the world, and universities must not only adapt to this reality but also innovate and take advantage of it, in order to offer more and better quality education to an increasingly dive…
Quark and gluon distributions and $\alpha_{s}$ from nucleon structure functions at low $x$
1993
Abstract The Q2 dependence of the structure functions F2p and F2d recently measured by the NMC is compared with the predictions of perturbative QCD at next-to-leading order. Good agreement is observed, leading to accurate determinations of the quark and gluon distributions in the range 0.008 ⩽ × ⩽ 0.5. The strong coupling constant is measured from the low x data; the result agrees with previous determinations.
Multiplicities of charged pions and charged hadrons from deep-inelastic scattering of muons off an isoscalar target
2017
Multiplicities of charged pions and charged hadrons produced in deep-inelastic scattering were measured in three-dimensional bins of the Bjorken scaling variable x , the relative virtual-photon energy y and the relative hadron energy z . Data were obtained by the COMPASS Collaboration using a 160GeV muon beam and an isoscalar target ( 6 LiD). They cover the kinematic domain in the photon virtuality Q2>1(GeV/c)2 , 0.004 1(GeV/c$)^2$, $0.004 < x < 0.4$, $0.2 < z < 0.85$ and $0.1 < y < 0.7$. In addition, a leading-order pQCD analysis was performed using the pion multiplicity results to extract quark fragmentation functions.
Evaluating the Usefulness of the Visualization Tool SimReal+ for Learning Mathematics: A Case Study at the Undergraduate Level
2019
Research on visualization tools is a topic of current concern. SimReal+ is a new visualization tool that is used to teach a wide range of mathematical topics spanning from school to higher education. However, SimReal+ has not been fully evaluated with respect to its potentialities and constraints in educational settings. While technical issues are self-evident requirements, pedagogical and mathematical aspects are much less frequently explored. The aim of this chapter is to assess the usefulness of SimReal+ in an undergraduate mathematics course for engineering students. It uses a set of criteria that cover technical, pedagogical, and mathematical issues.
ESTIMATION OF RATES OF RETURN TO INVESTMENTS IN EDUCATION IN LATVIA
2021
The aim of the article is to prove the positive impact of education on work salary. For this purpose, the main task of the article is toestimate the Mincer rate of return by taking several factors into account. A secondary task of the research is to analyze the results of2010 and 2011 and to find explanations for the significant differences between the two years. The results of research and a detailedanalysis of the labour market indicate a positive return from attainment of education at an individual level, and they strengthen thehypothesis about a correlation among higher education attainment, higher employment levels and welfare. So far, the Mincer rate ofreturn has not been widely used …
ESTIMATION OF PRIVATE AND SOCIAL RATES OF RETURN TO INVESTMENTS IN EDUCATION IN LATVIA
2013
The main aim of the paper is to evaluate the rates of return to investments in education at individual and society level as well. The task of the paper is to provide detailed analysis and estimation of the variables which impact the private and social rates of return. It is based on Professor Angel de la Fuente methodology complemented by Mincer earnings function and non-parametric DEA (Data Envelopment Analysis) method to estimate world technological frontier and the technological gap. For this purpose the authors build the matrix with respective years of schooling depending from level of schooling and birth of year taking into account the differences in schooling system since 1940ties. Th…
