This volume is a collection of botanical articles published in honor of Professor Francesco Maria Raimondo to celebrate his 70th birthday and his activity in the field of botany. It contains the contributions of Italian and foreign colleagues on flora and vegetation of the Mediterranean presented at the international conference “Evolution and adaptation of species and plant communities in the Mediterranean environment”, which took place the 26th February 2015 in Florence at the seat of the Italian Botanical Society.

A critical form of Celtis tree (Ulmaceae) occurring in Sicily

The morphological variability of the Sicilian population of Celtis australis is examined. On the basis of leaf and branching characters, recurrent in various trees growing both in natural and urban environment, a new variety is recognized and described, indicated as Celtis australis var. panormitana. The most significant differential characters and the ecology of the new taxon are reported. Finally, the taxonomic affinities with the two other conspecific taxa are recalled. At the current state of knowledge the new variety is endemic to Sicily.

The article critically analyzes the Italian regulation of subcontracting in the context of public tenders as recently amended by several legislative measures in compliance with the infringement procedure launched by the European Commission against Italy. According to the Author’s view the current legislative framework – characterized by the almost overall elimination of the previous limits (probably even going beyond what the European Commission requested) – lacks in finding a fair balance between the principle of the maximum participation in the tender on the one hand and the need to prevent and reveal potential collusive conduct on the other. Furthermore this conclusion is supported by the analysis of the regulation of the causes of exclusion from the tender still too timid in envisaging the optional exclusion of the participants due to anticompetitive conduct.

Ello, no obstante, así como en el resto de Europa, el corpus de las publicaciones periódicas de las revistas ofrece un canal editorial muy proficuo para la recepción de textos literarios extranjeros. The panorama of the contemporary Italian reception of the Spanish poets of the 19th century through translations is not particularly satisfactory since it is necessary to wait for the following century to find the first monographic studies and editions of texts in translation although in anthological form. However as in the rest of Europe the corpus of periodicals of magazines offers a very profitable editorial channel for receiving foreign literary texts. This work focuses on the presence of Rosalía de Castro's work in the contemporary Italian press. At the same time attempts have been made to complete the study of the reception of the Galician poet in Italy collecting traces in other editorial products such as the book. The consequent analytical focus will correspond to the transnational study of some proto and meta texts individualized by their special interest.

The paper analyses the relationship between the criminal treatment of 'soft' drugs and the fight against organised crime related to drug trafficking with regard to European law international law and national criminal law of some EU countries (Spain Portugal Greece Germany and Italy). Following an integrated approach the analysis is carried on taking into consideration the phenomenology of trafficking and an assessment of the initial effects that the anti-prohibitionist reforms of some North and South American jurisdictions have produced on the illicit market.
