We often tend to think of criminal policies as essentially repressive. At first sight this assumption seems to apply straightforwardly in the case of policies against organized crime, especially those targeted at mafia type organizations. However, experience shows that these criminal organizations can be fought successfully also by means of measures which are not in themselves repressive, albeit they aim to favour repression in the last resort. Intrinsic Lipschitz Graphs and Vertical β-Numbers in the Heisenberg Group

The purpose of this paper is to introduce and study some basic concepts of quantitative rectifiability in the first Heisenberg group $\mathbb{H}$. In particular, we aim to demonstrate that new phenomena arise compared to the Euclidean theory, founded by G. David and S. Semmes in the 90's. The theory in $\mathbb{H}$ has an apparent connection to certain nonlinear PDEs, which do not play a role with similar questions in $\mathbb{R}^{3}$. Our main object of study are the intrinsic Lipschitz graphs in $\mathbb{H}$, introduced by B. Franchi, R. Serapioni and F. Serra Cassano in 2006. This study uses the Aristotelian notion of phronesis as a critical lens for examining how global citizenship education is prefigured in the Scottish Curriculum for Excellence. Based on a content analysis of key curriculum documentation, the findings outline the way in which techne and episteme with their associated ways of knowing and acting dominate the curriculum. Nevertheless, the hints of phronesis indicate the potential for developing a more critical form of global citizenship education that prefigures praxis that wisely pursues that which is good for humankind and individual flourishing. The real-time-propagation formulation of time-dependent density-functional theory (RT-TDDFT) is an efficient method for modeling the optical response of molecules and nanoparticles. Compared to the widely adopted linear-response TDDFT approaches based on, e.g., the Casida equations, RT-TDDFT appears, however, lacking efficient analysis methods. This applies in particular to a decomposition of the response in the basis of the underlying single-electron states. In this work, we overcome this limitation by developing an analysis method for obtaining the Kohn-Sham electron-hole decomposition in RT-TDDFT. The implementation of new special education legislation in Finland

This article examines the implementation of new special education legislation in Finland among students with significant disabilities. The data consist of a nationwide survey and field observations. In the analysis, a policy implementation framework is utilized as a theoretical lens. The findings suggest that schools and municipalities that had participated in long-term development projects had more capacity and willingness to reform special education practices substantially, suggesting that learning in one policy area can transfer to other domains across multiple levels of national and local governments. Interaction between candidates and constituents via social media is a well-studied domain. The article takes this research further through a synthesis with platform studies, emerging scholarship that applies a critical perspective to the role of digital platforms in society. Examination of candidate–constituent interaction via Twitter and Facebook during the 2015 Finnish parliamentary elections revealed that the types of interaction differ between the two platforms: Facebook was used for formal campaigning and for praising and expressing support, while Twitter was utilized for information and for seeking and sharing opinions.
