The comparative case-study analysis presented in this article aims to identify the critical factors for adopting and implementing relevant performance management systems in regional governments. The evidence emerging from this casestudy analysis finds that certain variables are essential to advancing our progress in performance management including the role of legislation the need for leadership and the characteristics of performance indicators. Identification and determination of synthetic cannabinoids in herbal products by dry film attenuated total reflectance-infrared spectroscopy.

A new procedure has been developed for the identification and quantitative determination of synthetic cannabinoids in illicit herbal preparations. The methodology is based on the use of attenuated total reflectance Fourier transform infrared spectroscopy (ATR-FTIR) measurement of sample extracts with 2-propanol drying 5µL of the extracts onto the ATR crystal. The qualitative identification was carried out on the 2-propanol extract after identification of the herbal matrix, followed by its subtraction and using a cut-off criterion of 75%. Capillary electrophoretic and extraction conditions for the analysis of Catha edulis FORKS active principles

A capillary electrophoretic method, which allowed the detection and separation of the active principles of Catha edulis, i.e. cathinone, cathine and phenylpropanolamine, was developed. A suitable internal standard (nicotinamide), which permitted the quantification of the analytes reducing the variability of the migration times due to EOF changes, was identified. The analytical method was validated, assessing linearity, sensitivity and repeatability, showing optimal features for the analysis of the vegetable material. Moreover extraction conditions were investigated to achieve the exhaustion of the plant material in the fastest and most efficient way to meet the requirements of the Court.

Piracy versus Netflix : Subscription Video on Demand Dissatisfaction as an Antecedent of Piracy

Drawing from cognitive dissonance and neutralization theories, this study seeks to improve the understanding on consumer decision-making between the current legal and illegal video consumption alternatives. We develop and test a research model featuring Subscription Video on Demand (SVOD) satisfaction and various dimensions of SVOD quality as antecedents of video piracy neutralizations and attitudes. Based on results from an online survey among Finnish SVOD users, SVOD satisfaction is primarily determined by content quality, and has a small negative effect on attitude toward piracy through decreased piracy neutralization. Abstract A voting function is a rule that determines the outcome of an election: taking the voters' votes as input, a voting function selects the winning candidate from the set of candidates receiving some vote. A voting function is immune to vote selling when, given that neither voter i nor voter j votes for the winning candidate, a change ceteris paribus in i's vote cannot make the candidate for which j votes the winner. It is shown that voting functions immune to vote selling have either a dictator (a voter who always determines the winning candidate) or a dictated candidate (a candidate who becomes the winner by just receiving some vote).
