Germany: Where Are We Going?
2012
Germany’s health policy, in the past, has tried to limit health expenditures by defining an overall health budget, by installing a DRG-system and by forcing patients to participate directly at health costs by demanding copayments. These measurements were somehow effective in keeping premiums stable but have led to resource allocation at the bedside and therefore on an implicit level. Yet, implicit-level decisions create ethical dilemmas for physicians as they not only have to deliver best medical care but shall also have cost in mind, are unjust because rationing criteria differ from one case to another, and create a general fear of legal uncertainty, in turn leading to defensive medicine w…
Microphysical and optical properties of Arctic mixed-phase clouds. The 9 April 2007 case study.
2009
Abstract. Airborne measurements in Arctic boundary-layer stratocumulus were carried out near Spitsbergen on 9 April 2007 during the Arctic Study of Tropospheric Aerosol, Clouds and Radiation (ASTAR) campaign. A unique set of co-located observations is used to describe the cloud properties, including detailed in situ cloud microphysical and radiation measurements along with airborne and co-located spaceborne remote sensing data (Lidar on Cloud-Aerosol Lidar and Infrared Pathfinder Satellite Observations [CALIPSO] and radar on CloudSat satellites). The CALIPSO profiles evidence a cloud top temperature which varies between −24°C and −21°C. The in situ cloud observations reveal that the attenua…
Potential of airborne lidar measurements for cirrus cloud studies
2014
Abstract. Aerosol and water vapour measurements were performed with the lidar system WALES of Deutsches Zentrum für Luft- und Raumfahrt (DLR) in October and November 2010 during the first mission with the new German research aircraft G55-HALO. Curtains composed of lidar profiles beneath the aircraft show the vertical and horizontal distribution and variability of water vapour mixing ratio and backscatter ratio above Germany. Two missions on 3 and 4 November 2010 were selected to derive the water vapour mixing ratio inside cirrus clouds from the lidar instrument. A good agreement was found with in situ observations performed on a second research aircraft flying below HALO.

Studies on mineral dust using airborne lidar, ground-based remote sensing, and in situ instrumentation
2018
In August 2015, the AER-D campaign made use of the FAAM research aircraft based in Cape Verde, and targeted mineral dust. First results will be shown here. The campaign had multiple objectives: (1) lidar dust mapping for the validation of satellite and model products; (2) validation of sunphotometer remote sensing with airborne measurements; (3) coordinated measurements with the CATS lidar on the ISS; (4) radiative closure studies; and (5) the validation of a new model of dustsonde.
The Asian tropopause aerosol layer within the 2017 monsoon anticyclone: microphysical properties derived from aircraft-borne in situ measurements
2021
The Asian summer monsoon is an effective pathway for aerosol particles and precursors from the planetary boundary layer over Central, South, and East Asia into the upper troposphere and lower stratosphere. An enhancement of aerosol particles within the Asian monsoon anticyclone (AMA), called the Asian tropopause aerosol layer (ATAL), has been observed by satellites. We discuss airborne in situ and remote sensing observations of aerosol microphysical properties conducted during the 2017 StratoClim field campaign within the AMA region. The aerosol particle measurements aboard the high-altitude research aircraft M55 Geophysica (maximum altitude reached of ∼20.5 km) were conducted with a modifi…

Die Grenzen der Solidarität
2020
This paper uses the COVID-19 pandemic to reflect on the relationship between governance and solidarity It considers how a social model based on self-regulating individuals has been complemented by a new form of state dirigisme reliant on evocations of solidarity However, this configuration may be approaching the limits of its viability Given that governance relies on the robust internalization and execution of both care and control and on an ethos of renunciation, especially among the middle and upper classes, the paper proposes the need for analyses that better incorporate concepts of social inequality © Vandenhoeck & Ruprecht GmbH & Co KG, Gottingen 2020
