Reference schemes for e-government strategies. The analysis of the case regional government of valencia
2004
E-Government seems to be a fashionable topic and many interests have appeared around it, in particular since 1999. ICT industries, consultancy companies, supranational organizations and even research community are developing important activities with a clear consequence, among others, of increasing the self-convincement level about the importance of the topics. We analyze the experience on e-Government of the Region of Valencia in Spain, its boundary conditions, it background, its main achievement and frustrations, the next steps, the future plans in its, already, long road toward the modernization of its activities using the Information and Communication Technologies. Revisiting agricultural modernisation: Interconnected farming practices driving rural development at the farm level
2019
Abstract Rural development related to agriculture can roughly be divided into two trajectories: 1) agri-industrial development or modernisation, and 2) multifunctional or even post-productivist rural development. The role of these trajectories varies in different rural settings, with different emphases on agricultural production and its conduct. At the farm level, the trajectories evolve from existing farming practices and their connections, which enable or disable different kinds of development. However, the connections through which changes in agricultural production practices contribute to different rural development trajectories deserve further scrutiny. This is addressed with the help …
Software Modernization Decision Criteria: An Empirical Study

Decisions regarding software evolution strategies such as modernizations are economically important. We present results of our empirical study of the views of decision makers. We have asked their views of the relative importance of 49 software modernization decision criteria. We have gathered data from Finnish software industry. There were 26 experts from 8 organizations involved. They were mainly upper or middle level managers. Our study shows that there is a large set of criteria which should be taken into account, and that those studied by us provide a good coverage of the relevant ones. We list the top-20 criteria. We also performed a cluster analysis which produced two groups of subjec…

Professionalization as Status Adaptation: The Nobility, the Bureaucracy, and the Modernization of the Legal Profession in Finland
1991
In contrast to Anglo-American lines of professional development, the central agent of professionalization in many Continental countries was the state bureaucracy. However, this article proposes that an understanding of the class structure of traditional society is also needed to explain the privileged position of lawyers. An historical study of lawyers in the 19th century, after Finland was annexed by Russia, demonstrates that the legal profession provided the nobility an important medium of adaptation to the new society. The importance of the legal profession initially to the state bureaucracy, and subsequently to the nobility, explains its social prominence and its future development. An …
FinTech in Latvia: Status Quo, Current Developments, and Challenges Ahead
2021
FinTech has been in the focus of discussion for quite some time. However, the market share of FinTech companies is still relatively small compared to that of more traditional financial services. We combine three analyses: a political and legal, economic, social, and technological environment (PEST) analysis
Izglītības sistēmu modernizācija efektīvai mācīšanai un vielas apguvei Kamerūnas vispārejā vidējā izglītībā
2022
Overcoming barriers to new regional industrial path development: The role of a centre for research‐based innovation
2021
How regional industries can develop in an economically sustainable way is high on the research agenda. While the literature on regional change has focused primarily on historical case studies, it has said less about the barriers that hinder the desired change. This article contributes to a better understanding of barriers in regional innovation systems that hamper new regional industrial path development. Furthermore, the article analyses how a new knowledge organisation, the Centre for Research‐based Innovation Offshore Mechatronics in the Agder region of Norway, can contribute to overcoming these barriers. The Centre, which is a policy instrument funded by the Research Council of Norway, …
The Role of Instruments of the Common Agricultural Policy to Ensure Stability of Commercial Agricultural Holdins and Development of Rual Areas A Case…
2018
The aim of the paper is to show the role of users of commercial agricultural holdings in the development of local areas and to select instruments of the Common Agricultural Policy (CAP), which are significant in building developmental potentials of agriculture and rural areas in Opole Province. The modernization processes going on in commercial agriculture result in its de-placement. Thanks to instruments of the Common Agricultural Policy (CAP) there follows a re-rooting of agriculture in the territory. On the basis of survey research carried out in 2014 in 100 commercial agricultural holdings based in Opole Province, which were selected for the purpose, the authors present an analysis of f…
What future for decommissioned historic irrigation canals? Crafting new identities in the Lower Ter (Spain)
2020
Historic irrigation canals are valuable socioecological systems capable of delivering several ecological and cultural services. However, ecological modernisation initiatives are leaving decommissioned ditches in limbo. A case study strategy is used to analyse the history of a decommissioned 700-year-old canal network in northeastern Spain and the unexpected intervention of several stakeholders who have attempted to redefine the former canals through new uses. The study relies on the analysis of documents and eight semistructured interviews with key stakeholders. We argue that this case reflects a policy failure in the application of multifunctionality, integrative planning and social partic…
