Dissenting voices in a consenting village: lessons from implementation of free, prior and informed consent at a REDD+ pilot in Tanzania

Free, prior and informed consent (FPIC) is a key institutional tool in meeting social safeguards. Its implementation ensures respect of the local people's rights in an intervention. This paper presents a case of FPIC implementation at a REDD+ pilot site. Data were obtained through key informant interviews and focus group discussions with proponents and village members of the Lindi REDD+ project. Findings indicate that the inclusive approach to FPIC by taking the consultations to the hamlet level did not deliver a flawless process. Digital competence in teacher education: comparing national policies in Norway, Ireland and Spain

This paper explores the development of policies dealing with teachers' digital competence in Norway, Ireland and Spain. Using a documentary research approach, the study analysed relevant policy documents from each country over a thirty-year period to the present day. Analysis of the documents highlights historical differences and similarities in how technology in education policies developed during that period and differences in how teacher education was addressed. Moreover, the very notion of exclusion typically refers to communicatively or discursively produced mechanisms of being considered irrelevant in public processes of communication. Se analizan los principales enfoques teoricos vinculados con el estudio de la comunicacion politica, entendida como la interaccion entre partidos politicos, medios de comunicacion y ciudadanos. Se resumen en dos grandes corrientes: por un lado, los estudios que ponen el enfasis en la mediatizacion de la politica, esto es, la adecuacion de los mensajes politicos al discurso, estrategias, intereses y logica de los medios de comunicacion. Since the signature of the United Nations Trafficking Protocol in December 2000 that human trafficking has been labelled as a transnational, complex criminal phenomenon. However, despite the implementation of international soft law instruments to tackle the phenomenon, human trafficking is constantly evolving by the frequent changes of strategies, routes, types of exploitation and methodologies applied by the criminal networks.
