AbstractLähdesmäki analyses the heritage-policy discourses of the EU and the Council of Europe. She particularly discusses how these institutions deal with the challenges the idea of heritage faces in today’s Europe and the opportunities that these may present to respond to these challenges. The analysis shows how the EU and the Council of Europe seek to reconcile heritage-related conflicts by approaching heritage as a space for civil participation, interaction, intercultural dialogue, and conversation about divergent values and narrations of the past. “If you compress the spring, it will snap back hard”: The Ukrainian crisis and the balance of threat theory

The narrative of an aggressive and neo-imperialist Russia that has dominated analyses of the 2014 Ukrainian crisis lacks theoretical rigour. We argue that a sustainable transformation of the Ukrainian crisis requires an accurate analysis of the context of the conflict, which should include an understanding of Moscow’s perception of the threats to its interests. This policy brief develops a theoretical understanding of the Ukrainian crisis through the lens of Stephen M. Walt’s balance of threat theory. We conclude that a realist analysis will help to explain Russian actions.

They are stories of catastrophe and tragedy; of politicians characterized as working for their parties and careers, not for the public; stories of right-wing populism and nationalism, constructing illusions about the nation’s history; descriptions of responsibilities and the enormous causes and consequences of the EU referendum; stories of the incredible threats to society, democracy and the state; and definitions of what needs to be done now in the EU and UK in order to improve people’s lives.
