A problem-adjusted genetic algorithm for flexibility design

2013

Many present markets for goods and services have highly volatile demand due to short life cycles and strong competition in saturated environments. Determination of capacity levels is difficult because capacities often need to be set long before demand realizes. In order to avoid capacity-demand mismatches, operations managers employ mix-flexible resources which allow them to shift excess demands to unused capacities. The Flexibility Design Problem (FDP) models the decision on the optimal configuration of a flexible (manufacturing) network. FDP is a difficult stochastic optimization problem, for which traditional exact approaches are not able to solve but the smallest instances in reasonable…

Sampling properties of the Bayesian posterior mean with an application to WALS estimation

2022

Many statistical and econometric learning methods rely on Bayesian ideas, often applied or reinterpreted in a frequentist setting. Two leading examples are shrinkage estimators and model averaging estimators, such as weighted-average least squares (WALS). In many instances, the accuracy of these learning methods in repeated samples is assessed using the variance of the posterior distribution of the parameters of interest given the data. This may be permissible when the sample size is large because, under the conditions of the Bernstein--von Mises theorem, the posterior variance agrees asymptotically with the frequentist variance. In finite samples, however, things are less clear. In this pa…

Unawareness and bankruptcy: A general equilibrium model

1998

International audience; We present a consistent pure-exchange general equilibrium model where agents may not be able to foresee all possible future contingencies. In this context, even with nominal assets and complete asset markets, an equilibrium may not exist without appropriate assumptions. Specific examples are provided. An existence result is proved under the main assumption that there are sufficiently many states that all the agents foresee. An intrinsic feature of the model is bankruptcy, which agents may involuntarily experience in the unforeseen states.

Efficiency of French privatizations: a dynamic vision

2004

The program of French privatizations is one of the principal worldwide programs as for the volume of the equity issues. A reading of the process of privatization through the corporate governance theory resulted in working out a model making it possible to take into account, on the one hand, the time dimension of the process of privatization, on the other hand, the contextual, organizational, governance and strategic variables which influence this process. After having replicated a certain number of traditional tests, we carried out a test of this model on a sample of 19 French privatized firms and on a seven years horizon, which made it possible to obtain the following conclusions. The favo…

Gradual caldera collapse at Bardarbunga volcano, Iceland, regulated by lateral magma outflow

2016

Large volcanic eruptions on Earth commonly occur with a collapse of the roof of a crustal magma reservoir, forming a caldera. Only a few such collapses occur per century, and the lack of detailed observations has obscured insight into the mechanical interplay between collapse and eruption. We usemultiparameter geophysical and geochemical data to show that the 110-square kilometer and 65-meter-deep collapse of Bárdarbunga caldera in 2014–2015 was initiated through withdrawal of magma, and lateral migration through a 48-kilometers-long dike, from a 12-kilometers deep reservoir. Interaction between the pressure exerted by the subsiding reservoir roof and the physical properties of the subsurfac…

The SADC Standby Force and Its Regional Peacekeeping Training Centre: Uncertain Operational Readiness and Future of an Externally Fuelled Brigade

2017

This chapter offers a comprehensive explanation of why and how SADC countries engaged in military integration and put efforts in establishing a regional standby brigade with an associated peacekeeping training centre. This chapter pays special attention to the impact of extra-regional actors and donors’ funding in this regard since the development of the SADC Standby Force occurs at a time when the region lacks an actual external threat. Instead, the African Union, together with the EU, provides financial incentives and thus promotes the build-up of a SADC brigade. The EU’s external influence, however, has been ambivalent insofar as a freezing of donations paralysed the operational capacity…

From The Lisbon Strategy To Europe 2020

2015

Abstract The idea of a Western Europe economic recovery occurs after World War II. First as a common market, and later, after enlargement towards Central and Eastern Europe as the single internal market. Due to the new challenges with which the global economy was faced, the longterm and short-term European economy needs a coherent growth economic strategy; the success of this strategy depends on joint action. Expanding the European economy is a continuous and irreversible process, yet it advances too slowly. The Lisbon strategy is a commitment to revive the European economy in all sectors. At 5 years after implementation of this strategy it was found that the results are insufficient, so me…
