Two distinct visions of democratic politics, both of which are in sharp contrast to Schumpeter's competitive leadership model, are to be found at the heart of governance theory. The first advocates anti-democratic solutions, aiming to depoliticize public policy, while the second supports ultra-democratic reforms promoting the involvement of citizens in policy-making. The publication of the Max-Weber-Gesamtausgabe volumes, including his letters and a recent study of Hinnerk Bruhns, have revised the canonical view on Weber as a German nationalist. With a conceptual and rhetorical analysis of his essays Deutschland unter europäischen Weltmächten (1916) and Zum Thema Kriegsschuld (early 1919), I offer an alternative view on Weber’s relationship to European politics. He defended the ‘Westphalian’ system of balance between great powers, to which he wanted after the end of the War to incorporate Woodrow Wilson’s plans for a new League. The economies of developed or emerging countries have a component not subject to the eyes of the authorities, the underground economy, the size of which is likely to produce many imbalances and inequities. The attempt to mitigate state revenues by exploiting legislative imperfections or by using ingenious methods to avoid the payment of taxes is called tax evasion. The weight of the underground economy in Romania’s GDP is significant, with the percentage ranging from 22.4% to 28.4%. This paper measures dictionaries made by Polish Americans against the development of the Polish–English and English–Polish lexicographic tradition. Of twenty nine monoscopal and biscopal glossaries and dictionaries published between 1788 and 1947, four may be treated as mile-stones: Erazm Rykaczewski's (1849–1851), Władysław Kierst and Oskar Callier's (1895), Władysław Kierst's (1926–1928), and Jan Stanisławski's (1929). Unsurprisingly, they came to be widely repub-lished in English-speaking countries, primarily the United States of America, for the sake of Polish-speaking immigrants. W pracy porównano analizę ilościową programów wyborczych i ankiety eksperckiej, oceniono ich mocne i słabe strony oraz przeanalizowano możliwości ich zastosowania. Hipoteza przyjęta w artykule jest następująca: analiza ilościowa programów wyborczych jest obciążona mniejszymi słabościami metodologicznymi niż ankieta ekspercka, a zatem jest bardziej niezawodnym narzędziem do pomiaru zmian ideologicznych w środowisku partii politycznych

Public relations practitioners depend on journalists to report information, and journalists count on public relations practitioners to provide information. This mutual dependence gives the two parties a degree of power over each other that can be wielded if certain resources are available. However, there are many unanswered questions about how public relations exerts power over journalists and how these influence attempts may affect news coverage. We differentiate six bases of power that public relations practitioners may use to influence journalists.
