Road Planning and Route Alignment Selection Criteria in the Norwegian Context

This paper reveals the main factors that guide road alignment design process in Norway. The goal is to discover what constitutes the main priorities for road planners, how these priorities are ranked when it comes to alignment selection, and how they are related to guiding factors identified in official planning documents and government transport plans throughout the life cycle of a road. This is done through a comprehensive literature and data search, involving published academic research in the road alignment design field, and by exploring Norwegian road planning documents and guidelines. Enhancing the SCIROCCO tool using quantitative and qualitative methods

Background: The SCIROCCO tool, developed as part of the SCIROCCO project, incorporates the Maturity Model for the adoption of Integrated Care developed by the European Innovation Partnership on Active and Healthy Ageing (B3 Action Group on Integrated Care). We describe an operational procedure to build an integrated information system (IIS) for monitoring and evaluating the performance of public broadcasting corporations (PBC). The procedure grounds in a conceptual framework derived from evaluation models, and consists of two stages. The first stage is the selection, through expert judgment, of simple indicators that illustrate the most relevant aspects of the corporations. This paper aims to outline the benefits justifying a tailored approach to System Dynamics (SD) modelling in the public sector, to improve performance and foster decision makers' accountability. The need of combining an ‘internal’ with an ‘external’ perspective (in respect to decision makers) in developing SD models is claimed.
