Abstract Motivated by the growing significance of the sharing economy, we discuss the roles the public sector may play within the sharing economy and the corresponding implications for public values. The article is the Editorial on the Research Topic Interrogating the design of smart, sustainable, and socially just urban spaces: A look at institutions, places, and values, which explore the dynamics between the socio-technological processes – value-based design being foremost among them – through which urban space emerges and takes on meaning. Furthermore, they engage with the question of how institutional design principles shape citizen participation in these processes.

Universities face a tension from two urgent pressures they face, firstly to demonstrate that they deliver value for society in return for public investments, and secondly to demonstrate their responsibility by introducing strategic management to demonstrate to their funders that they meet their goals. Starting from the literature, it defines a new concept of value that better fits with the public sector organizations characteristics. This study aims to enlighten the controversial discussion about the term public value in an innovative way. Instead of normative pronouncements and paternalistic posits, this study combines a theoretical, literature-based conception with an empirical quantitative approach. For this, the key term, public value, is split into its constituent parts of customer value and citizen value and is transformed into measurable attributes. By means of a choice-based conjoint analysis on panel data for Germany and the United Kingdom, we explore which performance attributes of public service broadcasters are the most important.
