When Investment in Basic Skills Gives Negative Returns

In recent years, the Norwegian government has invested heavily in improving basic skills in the adult population. Initiatives have included legislation, the introduction of work-based adult education programs, and reforms in schooling. In light of this investment, we explore trends in adult literacy and numeracy, by comparing data from two international surveys of adult skills, conducted in 2003 and 2012. Paradoxically, the proportion of low-performing adults appears to have increased, most significantly in the 16- to 24-year age group and in the foreign-born population. It is important to track the trends of future working hours, since working hours have strong associations to everyday life and work-life interaction, but also to health. In this paper we aim to track the current and future trends in working hours. We discuss the trends through the key dimensions of working hours: the length, timing, tempo and autonomy. The aim of this paper was to estimate trends of perceived school stress experienced by boys and girls of different ages in the Nordic countries, and to describe trends in school stress between the Nordic countries. The results of the 4th National Report for the Italian flora under the 92/43/EEC ‘Habitats’ Directive are presented. The outcomes showed a general negative conservation status for plant species, with the worst situation being in the Mediterranean bioregion. At the National level, significant monitoring and conservation activities are required.

This study is part of an international research collaboration aimed at identifying current and future trends and issues in technology education in Belgium, Finland, Japan and the USA. The three-round Delphi method was utilised to solicit information from technology education stakeholders in Finland from November 2019 to April 2020. The panel of experts (N=31) comprised technology education teacher educators, researchers and experts of the national LUMA (STEM) 2020 programme and technology education developers. Taustalla vaikuttavat työmarkkinoiden palveluvaltaisuus ja korkea työvoiman osaamistaso, mutta myös erilaiset institutionaaliset tekijät, kuten työmarkkinoiden sääntely, ammattiyhdistysliikkeen asema ja sosiaalipoliittiset ratkaisut. Työelämän laatu voi kuitenkin heikentyä, kun näitä ankkureita kierretään tai kun ne eivät tavoita kaikkien alojen työntekijöitä.
