Explaining non-adoption of electronic government services by citizens. A study among non-users of public e-services in Latvia

This paper analyses citizen motives for not using electronic government services. Using qualitative interviews among users of Citizens´ Service Centers in Latvia, this paper analyses the motives of citizens not to use electronic government services but to rely on non-electronic equivalents or on in-person assistance. It expands the literature on e-commerce and e-government through an explicit focus on non-adoption rather than adoption. Findings show a higher than expected importance of hardware and internet availability, as well convenience factors as important reasons for non-adoption. A global service level guarantee in NGN networks

In this paper, we propose an end-to-end service level negotiation protocol which enables a global service offer covering quality of service (QoS) and security while taking into account user's mobility in this offer. This protocol provides all the domains involved in the transport of a various offered services with a negotiation capability to achieve an agreement on a service level. This paper shows also results of measurements evaluating the performances of the considered negotiation protocol and security impact on QoS.

Improving Usability of Location-Based Services with User-Centric Data Querying

In this paper, we describe a computational model that produces a dataset which we consider to be an appropriate response for “give me a description of my neighborhood” type of queries in location-based services Our attempt is to reflect the abstraction ability of a specific user, and in this way to maximize the usability of the service under restrictions on data volume posed by technical, economical and cognitive factors of mobile environments We also present the results of instantiating the model for a simple LBS.

GPCALMA: A Grid-based tool for mammographic screening

The next generation of High Energy Physics (HEP) experiments requires a GRID approach to a distributed computing system and the associated data management: the key concept is the Virtual Organisation (VO), a group of distributed users with a common goal and the will to share their resources.
