Work-based learning has been developing rapidly in Latvia for the last three years. Since 2017, the Employers’ Confederation of Latvia has been implementing a project of the European Social Fund, which provides for a tripartite learning implementation agreement between the educational institution, the student, and the employer. The project targets vocational learners, but equivalent opportunities are also spoken of in higher vocational education. The Implementation of Dual VET in Spain: An Empirical Analysis

This paper provides a brief overview of how Dual VET was implemented in the Spanish VET system. Dual VET was first regulated in Spain by the end of 2012 with the aim to replace the existing work experience module (FCT) within formal VET. However, companies have hardly contributed to its development, and the educational administrations that mandated it did not support its anchorage in the economy, while forcing VET schools and teachers to introduce it. Integration of young people into the labour market is an issue of a high priority. The youth unemployment problem has explicit links to the vocational education and training (VET) system. Since 2009 there is an ongoing reform in the Latvian VET system. In this respect also the role of local governments increases. The paper addresses the issue of introducing innovative approaches in the Latvian VET system. The aim of the study is to estimate the overall readiness of public administrations to implement VET reforms within regional economic development in the context of the EU and national strategic priorities.

The rapidly-advancing technological landscape in the European workplace is challenging adults' problem-solving skills. Workers with vocational education and training need flexible abilities to solve problems in technology-rich work settings. This study builds on Finnish PIAAC data to understand adults' (N?=?4503) skills for solving problems in technology-rich environments.
