This Master’s thesis research explores the role of corrupt practices in development projects implemented by local NGOs in Pakistan. The intention is not to expose particular cases of corruption, but to study corruption risks and vulnerabilities in different phases of the project cycle and financial management (budgeting, accounting, financial reporting and auditing). It also explores other program support functions, i.e. procurement and human resources, and their vulnerability to corruption. Cities, in order to meet the diverse needs of their residents and to cope with urban problems, need not only to create innovative Solutions, but also open to all urban actors local government policies. This aim is especially important to help meet an intelligent city s goals. The paper presents the assumptions of the smart city concept and describes a role of an intersectoral cooperation for a city benefit particularly emphasizing a role of NGOs in it. There were also placed two case studies of cities of Lodz and Cracow, presenting the examples of cities undertaking an intersectoral cooperation (especially with NGOs) and developing strategies based on smart city concept.

This brief review of our experiments concerning the in vivo activity of crude Il-2 led us to the following conclusion: The first is the existence, in vivo, of a cyclophosphamide-sensitive T-cell controlling the activity of a serum born Il-2 inhibitor in thymus-bearing normal mice. Under in vivo conditions which are characterized by high Il-2 inhibitor activities, locally applied Il-2 administered along with antigen amplified in vivo CTL-responsiveness, yet the effect observed was poor. T helper cell induction and the specificity of T cell-mediated help as generated during alloreactive and H-2-restricted, virus- or hapten-specific cytotoxic T lymphocyte (CTL) responses have been compared. With the use of a double-chamber culture system, it was possible to dissect and separately analyze the induction phase of T helper cells from the T helper cell effector function. Enriched populations of Ia+ Fc receptor-negative dendritic cells were compared to other cell types for their stimulatory activity in primary mixed lymphocyte reactions to alloantigens and 2,4,6,-trinitrophenylated syngeneic cells. Dendritic cells were 20-100 times more effective than unfractionated splenocytes. A second cell type exhibiting strong stimulatory activity was an Ia+ Fc receptor-positive transiently adherent cell. Both types of stimulatory cells were only effective when able to produce the monokine interleukin 1. Thus glutaraldehyde-fixed cells were not stimulatory unless extraneous interleukin 1 was added. This article presents areas of cooperation and categories of actors who have been active in submitting and implementing these microprojects in the Czech-Polish borderland. It identifies 11 thematic areas of microprojects, which mainly support people-to-people projects in the field of culture. The most active microproject actors are local govern-ments, while the participation of non-public sector actors has generally rather stagnated since 2004.
