Does EU cohesion policy work? Theory and evidence

This paper evaluates the effectiveness of European Cohesion Policy in the regions of 12 EU countries in the period 1991–2008, on the basis of a spatial growth model, which allows for the identification of both direct and indirect effects of EU funds on GDP per worker growth. We find that “Objective 1” funds are characterized by strong spatial externalities and a positive and concave effect on the growth of GDP per worker, which reaches a peak at the ratio funds/GDP of approximately 3 percent and becomes non-significant after 4 percent. “Objective 2” and “Cohesion” funds have nonsignificant effects, while all the other funds exert a positive and significant effect, but their size is very lim…

Russia-Ukraine balance of military power

The Russia-Ukraine conflict is the most serious test of European security in the 21st century and the forgone conclusion is that Russia can easily prevail in the conflict, but this has not been the case. This article uses balance of military power analysis to report findings on the plausible outcome of a war between Ukraine and Russia. I report findings based on realist theoretical perspectives that indicate Russian victory is unlikely because of relative balance of power where Russia has to face multiple threats diverting its military power while Ukraine can concentrate its military power for a single purpose. From Neo-Functional Peace to a Logic of Spillover in EU External Policy: A Response to Visoka and Doyle

In their recently published JCMS article, Gezim Visoka and John Doyle have proposed the concept of ‘neofunctional peace’ as a means to conceptualize the EU's peacemaking practices in the case of the EU-facilitated Belgrade-Pristina dialogue. This article challenges the ‘neo-functional peace’ on conceptual and empirical grounds. We critically discuss Visoka and Doyle's (2016) reading of neofunctionalism and question parts of their empirical evidence given for the existence of a ‘neo-functional peace’. This work presents the performance of a 2â...mm-thick CZT pixel detector, with pixel pitches of 500 and 250â...μm, dc coupled to a fast and low-noise ASIC (PIXIE ASIC), characterized only by the preamplifier stage. Dual-polarity pulse processing and analysis for charge-loss correction in cadmium–zinc–telluride pixel detectors

Charge losses at the inter-pixel gap are typical drawbacks in cadmium–zinc–telluride (CZT) pixel detectors. In this work, an original technique able to correct charge losses occurring after the application of charge-sharing addition (CSA) is presented. The method, exploiting the strong relation between the energy after CSA and the beam position at the inter-pixel gap, allows the recovery of charge losses and improvements in energy resolution.
