At the World Education Forum of Dakar in 2000, international aid institutions committed to massive financial aid to the educational systems in developing countries because these sectors' performed poorly during the 1990s. These international aid institutions promised that no country that demonstrated a serious commitment for education, especially primary education, would lack financial resources. Participants in the forum stressed the necessity for governments to work toward the goal of primary education for all. Education and development This chapter deals with the relationship between education, economic growth and development. It provides a review of the literature on recent work aimed at explaining economic growth differences worldwide linked with various national educational policies. It questions the grounds for the weak relation observed in Subsaharan Africa. It concludes that in many instances, educational policies are inappropriate and have not led to a sufficient accumulation of human capital. Several educational policy recommendations are subsequently provided for enhancing educational access within existing budgetary constraint.

Abstract It is known that plant species can induce development of different soil decomposer communities and that they differ in their influence on organic matter decomposition and N mineralization in soil. However, no study has so far assessed whether these two observations are related to each other. Based on the hypothesis that root-induced growth of soil decomposers leads to accelerated decomposition of SOM and increased plant N availability in soil, we predicted that (1) among a set of grassland plants the abundance of soil decomposers in the plant rhizosphere is positively associated with plant N uptake from soil organic matter.
