When Competition Is Pushed Too Hard. An Agent-Based Model Of Strategic Behaviour Of Referees In Peer Review

This paper examines the impact of strategic behaviour of referees on the quality and efficiency of peer review. We modelled peer review as a process based on knowledge asymmetry and subject to evaluation bias. We built two simulation scenarios to investigate largescale implications of referee behaviour and judgment bias. The first one was inspired by “the luck of the reviewer draw” idea. Horizons de justice de l'école, en France et aux États-Unis

Social inequalities of educational careers are stronger in France than in the US, while most of the other indicators of equity are roughly equal. This can be related to the existence of paths in the French educational system, which do not exist in the more comprehensive american systems. More deeply, it can be related to the fact that equity in the US is conceived as fairness of the process of empowerment of students while it is conceived in France as the independence of the educational merit with the social capital.

This paper addresses the aspect of the meaningfulness of a national assessment in English as a foreign language, applying the fairness framework proposed by Kunnan (2018). We compared students’ performance on two receptive language skills of listening and reading on two subsequent national evaluations in Finland, taken by students at the end of compulsory basic education and at the end of general upper secondary education, respectively. Social housing is an instrument of housing policies to support those groups of people who are disadvantaged due to particular economic weaknesses and/or social relational fragility. Consequently, to achieve the objective of social sustainability, the rents of social housing must be below the market rents and low enough to be affordable. Objective: The present longitudinal study is the first to examine game to game fluctuations of perceived justice of elite volleyball and handball coaches. Perception of inequality is important for the analysis of individuals' motivations and decisions and for policy assessment. Despite the broad range of analytic gains that it grants, our knowledge about measurement and determinants of perception of inequality is still limited, since it is intrinsically unobservable, multidimensional, and essentially contested. Measuring Excellence and Equity in Education : Conceptual and Methodological Issues

The text focuses on the measurement problems both equity and excellence does imply, and on the "technical" choices that are to be made. It aims at showing that those choices are not neutral and have plenty of political consequences. Starting with the problems of definition of both excellence and equity, which should be considered jointly, the paper examines i) how the indicators and methods implemented do have some impact on the amount of inequalities, and ii) on the necessity of a time dimension to figure out how inequalities are generated, along with a system-wide perspective.

Fairness behavior in an economic crisis environment: a Romanian experimental perspective

Abstract In the context of the current prolonged economic crisis, we were wondering if the typical behaviour of Romanians in terms of their ‘fairness’ has suffered any modification. This study is trying to identify the effect of psychological pressure created by the economic crisis on fairness using the Ultimatum Game. We aim to look at the question if this hypothetical phenomenon applies mostly to people who use economic information in their day-to-day life (e.g., economic science students) or if it also affects different populations (e.g., psychology students). Another aim is to understand if any difference is influenced mainly by vocational personalities as Holland hs described.

FALCON - joint fair airtime allocation and rate control for DASH video streaming in software defined wireless networks

Software Defined Wireless Networks offer an opportunity to enhance the performance of specific services by applying centralized mechanisms which make use of a global view of the network resources. This paper presents FALCON, a novel solution that jointly optimizes fair airtime allocation and rate recommendations for Server and Network Assisted DASH video streaming, providing proportional fairness among the clients. Since this problem is NP-hard, FALCON introduces a novel heuristic algorithm that is proved to achieve almost optimal results in a practical amount of time.
