After the fall of the soviet union: the changing status of local governments in the republic of latvia

When the Republic of Latvia gained its independence from the Soviet Union in 1991, one of Latvia's first priorities was to rebuild its system of local government. This article describes many of the problems local governments in Latvia faced after 50 years of communist rule. The article also discusses the new Latvian laws which changed the structure of local government in that country. Also discussed are Latvian central government institutions which impacted on local governments in general and local government finances in particular. The unique status of the Capitol City of Riga, Latvia's largest municipality is also reviewed in detail.

The Italian Hydrographic Service publishes yearly maximum rainfall depths with 1-, 3-, 6-, 12-, and 24-hr duration, recorded by recording rain gauges. It also publishes selected short-duration (t<1 hr) rainfall amounts. It is impossible to carry out a statistical analysis of the short-duration rainfalls for each recording rain gauge because the published data correspond to different record durations and to different recording rain gauges from year to year. The aim of this article is to bring philosophical thinking closer to practice-based empirical work. Using Martin Heidegger’s philosophy, it offers a bridge between these two worlds, attempting to provide philosophical depth to the findings of a hermeneutic phenomenological study. This process unfolded through the appearance of three intertwined, potential, meaningful modes of being in the lifeworld: space as a condition for being and being for worlding the world; temporal and spatial self-being, the existence of multiple selves in time and space; and suffering and thriving as modes of being. This paper presents a mathematical model for robust production planning. The model helps fashion apparel suppliers in making decisions concerning allocation of production orders to different production plants characterized by different lead times and production costs, and in proper time scheduling and sequencing of these production orders. The model aims at optimizing these decisions concerning objectives of minimal production costs and minimal tardiness. It considers several factors such as the stochastic nature of customer demand, differences in production and transport costs and transport times between production plants in different regions. Abstract Integrative information models for filling/reconstructing hydro-climatic time-series are required for a variety of practical applications.
