Paying for health and schooling services in rural Mali

The ability and willingness of rouseholds to pay user fees for these services is assessed. The effect of introduction of such charges on demand among low-income groups most in need of the services is analyzed. Actual attaintments of educational systems in the countries which were part of USSR are presently threatened by a tremendous decrease in their finan cial ressources. This decrease is the consequency of lack of tax receipts. The substitution of family expenditure for State expenditure is occuring in a context of anarchy and inconsistency and jeopardizes the system balance. More drastic reforms are necessary to improve the situation in the field of welfare teachers management.

Post Keynesians have developped the view that credit availability is fundamentally determined by demand-side pressures. However, two aproaches o f money supply endogeneity are here distinguished : full and partial accommodation by central banks of reserve needs arising from bank lending. In the first case, central banks only set the supply price but not the supply quantity of reserves, in the second they can and do control reserve quantities.
